Economic Effects of Biofuel Production on States and Rural Communities AgEcon
Parcell, Joseph L.; Westhoff, Patrick C..
This study summarizes research on farm-, local-, regional-, and macro-level economic effects of ethanol production. Given current production levels, the ethanol production industry annually employees approximately 3,500 workers, pays out nearly $132 million in worker salaries, generates over $110 million in local taxes, and takes in some $2 billion in government incentive payments. Projections for a 60 million gallon per year ethanol plant indicate an annual increase in corn usage of 21 million bushels, a one-time capitalization of $75 million, an increase in local corn prices between $0.06/bushel and $0.12/bushel, a 54 direct and 210 indirect jobs created, and increase in local tax revenues of $1.2 million, a decrease in federal commodity program...

Making the market: How U.S. Policy influences near term agriculture and biofuel industry production and profitability under technology adoption AgEcon
Meyer, Seth D.; Binfield, Julian C.R.; Westhoff, Patrick C..
The beneficiaries of technology adoption in agriculture and biofuels markets in the United States are heavily influenced by domestic biofuel policies and market context. Biofuel mandates, one of the key pillars of domestic biofuel policies, may significantly alter the elasticity of demand for biofuels as well as the derived demand for maize used to produce a significant share of ethanol in the United States. Using a stochastic agriculture and biofuels model, we assess how the introduction of technology may affect the crops and biofuel markets under binding and non-binding biofuel mandates and discuss the implications for analysis of EU biofuel policies.

REFORMING THE CAP: A PARTIAL EQUILIBRIUM ANALYSIS OF THE MTR PROPOSALS AgEcon
Binfield, Julian C.R.; Westhoff, Patrick C.; Young, Robert E., II.
In the Mid-Term Review (MTR), the European Commission proposed a series of changes to the Common Agricultural Policy (CAP). An important part of these changes was significant decoupling of support payments from production. In this paper, a partial equilibrium model of the EU agricultural sector is used to estimate the potential impacts of the MTR proposals on EU and world agricultural markets over the period 2004-2009. Effects of the MTR proposals are evaluated by comparing estimated outcomes under the proposals to those that would result under a current-policy baseline. The changes that are made in the MTR have the effect of reducing the production of the major commodities by varying amounts based on the importance of payments in production and the...

The Food and Agricultural Policy Research Institute (FAPRI) prepares a preliminary agricultural outlook on world agricultural production, consumption, and trade every fall. This is followed by an outside review, re-evaluation of projections, and completion of the final baseline in January. The FAPRI 2000 World Agricultural Outlook presents these final projections for world agricultural markets. A companion volume, the FAPRI 2000 U.S. Agricultural Outlook, presents the U.S. component of the baseline. FAPRI projections assume average weather patterns worldwide, existing policy, and policy commitments under current trade agreements. FAPRI projections do not include conjectures on potential policy changes, such as those resulting from the likely eastward...

CHALLENGES IN MODELING THE EFFECTS OF TRADE AGREEMENTS ON THE AGRICULTURAL SECTOR AgEcon
Westhoff, Patrick C.; Fabiosa, Jacinto F.; Beghin, John C.; Meyers, William H..
Major issues and challenges encountered in modeling and analyzing agricultural and trade policy reforms are reviewed. We focus on the modeling approach and pay special attention to the type and scope of the models, the calibration of a realistic baseline scenario, the representation of the reform agreement, the use of extra-model information, the choice of metrics to measure reform impacts, and emerging issues in policy modeling. Existing solutions and unresolved issues are examined. We stress the complementarity of various modeling approaches in assessing policy reforms and the importance of helping users understand the limitations of the chosen approach.

Potential for Uncertainty about Indirect Effects of Ethanol on Land Use in the Case of Brazil AgEcon
Thompson, Wyatt; Meyer, Seth D.; Westhoff, Patrick C..
The indirect effects of ethanol on land are a focus of recent US biofuel literature and policy. The experiments presented here highlight the sensitivity of land use changes to assumptions about the ability of land to be converted from one use to another and the ease with which decision makers can make these conversions. By varying parameters governing land use in a simulation model, indirect effects on land use can be varied no less widely. Extending this result, there is an inverse relationship between the responsiveness of land allocation, which is a key element of overall supply response in the medium-term, and the magnitude of price effects: for a given shock, greater land response dampens the scale of price changes and lower land response is...

Farm-Level Analysis of Risk Management Proposals AgEcon
Babcock, Bruce A.; Hart, Chad E.; Adams, Gary M.; Westhoff, Patrick C..
This paper presents a detailed report of the representative farm analysis (summarized in FAPRI Policy Working Paper #01-00). At the request of several members of the Committee on Agriculture, Nutrition, and Forestry of the U.S. Senate, we have continued to analyze the impacts of the Farmers' Risk Management Act of 1999 (S. 1666) and the Risk Management for the 21st Century Act (S. 1580). Earlier analysis reported in FAPRI Policy Working Paper #04-99 concentrated on the aggregate net farm income and government outlay impacts. The representative farm analysis is conducted for several types of farms, including both irrigated and non-irrigated cotton farms in Tom Green County, Texas; dryland wheat farms in Morton County, North Dakota and Sumner County, Kansas;...

INCORPORATING BIOFUELS INTO A PARTIAL EQUILIBRIUM MODEL OF THE EU AGRICULTURAL SECTOR AgEcon
Binfield, Julian C.R.; Westhoff, Patrick C.; Le Cadre, Elodie.
The impact of increased consumption of biofuels on agricultural markets has already been substantial, and will increase further as countries around the world seek to expand the proportion of their energy that they get from renewable sources. Models of the agricultural sector must therefore include some consideration of the demand for agricultural products for biofuels and the byproducts that are produced as part of the production process that are returned to the agricultural sector. In this paper the method of introducing biofuels into the FAPRI GOLD (grains, oilseeds, livestock and dairy) model is discussed. A scenario is run whereby the EU is assumed to introduce a binding 10% target by 2020 and the results are discussed in order to illustrate the...

CAP Reform and the WTO: Potential Impacts on EU Agriculture AgEcon
Binfield, Julian C.R.; Donnellan, Trevor; Hanrahan, Kevin F.; Hart, Chad E.; Westhoff, Patrick C..
In 2003 an agreement was finalized to instigate arguably the most significant reform of the European Union's (EU) Common Agricultural Policy (CAP) since its inception. In the Luxembourg Agreement many of the direct payments that have been linked to production are decoupled and instead provided in the form of a land-based payment. The reforms did not include any significant changes to either EU border support or the ability of the EU to utilize export subsidies that have been widely criticized by other nations. Even though the reforms do not directly address trade in agricultural products it is argued that World Trade Organization (WTO) concerns played a significant role in the designs of the reforms. In this paper an analysis of the Luxembourg reforms and...
