In the Mid-Term Review (MTR), the European Commission proposed a series of changes to the Common Agricultural Policy (CAP). An important part of these changes was significant decoupling of support payments from production. In this paper, a partial equilibrium model of the EU agricultural sector is used to estimate the potential impacts of the MTR proposals on EU and world agricultural markets over the period 2004-2009. Effects of the MTR proposals are evaluated by comparing estimated outcomes under the proposals to those that would result under a current-policy baseline. Locally regular almost ideal demand system and Armington specifications of a UK beef import demand allocation model are estimated. A Bayesian methodology is used that allows for the incorporation of prior information from microeconomic theory. The results illustrate the potential of regularity constrained locally flexible functional forms in modeling trade.

A Stochastic Analysis of Proposals for the New US Farm Bill AgEcon

Most of the large scale modeling systems used in the analysis of agricultural policies produce deterministic projections. In reality, however, the agricultural sector is subject to a high degree of uncertainty as a result of fluctuations in exogenous factors such as the weather or macroeconomic variation. A stochastic approach can provide additional information to policy makers regarding the implications of this uncertainty, through the use of stochastically generated projections. This paper also shows how deterministic analysis may result in systematic errors in the projection of some variables. As an applied example, the FAPRI model of the US agricultural sector is simulated stochastically to analyse the impact of proposals for the new US farm bill.

The Food and Agricultural Policy Research Institute (FAPRI) prepares a preliminary agricultural outlook on world agricultural production, consumption, and trade every fall. This is followed by an outside review, re-evaluation of projections, and completion of the final baseline in January. The FAPRI 2000 World Agricultural Outlook presents these final projections for world agricultural markets. A companion volume, the FAPRI 2000 U.S. Agricultural Outlook, presents the U.S. component of the baseline. FAPRI projections assume average weather patterns worldwide, existing policy, and policy commitments under current trade agreements. LIVE HOG AND PORK IMPORTS: PAST AND PROJECTED CONSEQUENCES FOR THE U.S. PORK SECTOR AgEcon

The U.S. pork sector is modeled to simulate the effects of alternative import levels on prices, production, consumption, farm receipts, and consumer expenditures. Over the 1983-1985 period, producers annually received $600 million less due to increasing imports than if imports had remained at the 1979-1982 average. Farm prices and slaughter were lower by $2.21 per hundredweight and .1 million head annually, respectively. Four simulations reflecting alternative import paths over the period 1986-1992 were examined. With lower imports (relative to current levels), production and farm prices rise significantly in the long run; consumers purchase less and pay more.

The Coming Tug of War: Forces Moving the 2007 Farm Bill AgEcon

The main forces of trade agreements and budgets will certainly play a strong role in driving the 2007 farm bill debate. Other factors ranging from the political makeup of Congress to the growing level of rhetoric calling for reform, from the cost-price squeeze facing producers to the emergence of nonprogram commodities at the table will also play, at this time, uncertain roles in the development of the final legislation. These various forces and factors are assessed and projections as to the final outcome of the debate hesitatingly provided.
