How Much Did Speculation Contribute to Recent Food Price Inflation? 31

Recent increases in commodity prices have led to calls for the regulation of speculators. These calls have come from many reputable quarters including leading agricultural and food policy institutions such as International Food Policy Research Institute as well as different members of the U.S. Congress. They are based on an assumption that speculative activities are a primary or major source of the volatility in the markets and that controlling these activities through regulations would bring more stability to the market. Farm Level Nonparametric Analysis of Profit Maximization Behavior with Measurement Error 31

This paper tests the farm level profit maximization hypothesis using a nonparametric production analysis approach allowing for measurement error in the input and output variables. All farms violated Varian’s deterministic Weak Axiom of Profit Maximization (WAPM). The magnitude of minimum critical standard errors required for consistency with profit maximization, convex technology production was smaller after allowing technological change during the sample period. Results indicate strong support for the presence of technological change during the sample period.

Producers as Investors in Agricultural Research: Searching for Alternative Funding Strategies in Land-Grant Universities 31

This research begins the effort to identify the effect of new models of relationships between producers and researchers in land grant universities in the area of innovation and commercialization. We argue that since producers are becoming increasingly significant funders of university researchers, the benefits of the Bayh-Dole Act could be accelerated for universities if they formed commercialization partnerships with these producers. Contrary to the expectation that allowing such relationships will adversely affect the universities and their researchers, we aim to show that there will actually be a positive benefit to both producers and institutions.

Distribution of Local Government Revenue Sources and Citizen Well-Being 31

The paper aims at examining how sources and distribution of revenue at the local government level influence the economic well-being of citizens. The results of this study help to illuminate the effect of revenue sources on local government efforts on economic development and their capacity to influence the well-being of their citizens. We hypothesized that the distribution of local government revenue influenced the wealth status of its citizens. Three empirical proxy measures for citizen well-being were used in the estimation of three different panel data models. The current marketing of agricultural products in general, and of bananas in particular, poses special problems for Eritrean farmers. Poor climatic conditions coupled with crude and inefficient agricultural technologies render agricultural output sub-optimal. The major production problems include shortage of capital and scarcity of land; shortage of farming materials; spoilage of bananas during harvesting due to inappropriate harvesting techniques and facilities and lack of technical know how.
