Welfare economics is often employed to measure the impact of economic policies or externalities. When demand is characterized by discrete choices, static models of consumer demand are employed for this type of analysis because of the difficulty in estimating dynamic discrete choice models. In this paper we provide a tractable approach to estimating dynamic discrete choice models of the Generalized Extreme Value (GEV) family that addresses many of the problems identified in the literature and provides a rich set of parameters describing dynamic choice. Declining populations in rural and regional areas have become a high political priority in Australia. Calls for measures to support rural communities have been prompted by substantial population declines in some country areas. Mapping the regional benefits and costs of strategies for controlling dryland salinity AgEcon

Hydrologists predict that salinity in the agricultural region of Western Australia will eventually affect an average of 30 percent of the landscape if nothing is done to reduce current levels of recharge. The scale of tree planting and other works thought to be required for controlling salinity represent a radical departure from the traditional agricultural system practised in WA. Community values for historic heritage preservation in Australia - — A choice modeling application (PowerPoint Presentation) AgEcon

Over the past 220 years since European settlement, Australia has amassed a diverse array of historic heritage places. Currently there are approximately 200,000 places listed on statutory heritage lists across the nation. Owing to the public-good nature of heritage, community values for the preservation of historic places (both quality and quantity dimensions) is not readily observable from market transactions. Towards the development of a transferable set of value estimates for environmental attributes AgEcon

Estimates of environmental values are frequently required as inputs to cost‐benefit analyses when evaluating alternative options for managing natural resources. One strategy to avoid the high cost of conducting empirical work when non‐market values are involved is to use value estimates from an existing source study and to transfer them to the target context of interest (a practice known as benefit transfer). However, the transfer of values is subject to a host of potential errors and could lead to significant overestimation or underestimation of welfare change. Eucalyptus biomass fuels: Price competitive or way off the money? AgEcon

This paper examines the costs and benefits of producing biomass fuels from mallee eucalypts grown in low rainfall areas of Western Australia. The fuels examined are ethanol and renewable electricity. As a means of examining the competitiveness of these energy sources with conventional fossil fuels, we estimate the price gap between ethanol and petrol and the cost of producing a unit of electricity by conventional means versus biomass electricity. Both comparisons are made on an energy equivalent basis. The potential for future advances in processing technology is built into the analysis. We find that ethanol is not price competitive with petrol, even after considering environmental benefits associated with biomass fuels. This finding raises questions about...
