Measuring and Analyzing Farm Financial Stress AgEcon

The financial health of the agricultural economy has been excellent for the past few years, especially with farm income reaching record levels. However, the U.S. economy has experienced a recession and a credit crisis. Although the U.S. farm sector has been mostly shielded from the economic downturn, farm financial stress is still possible under current conditions. Are some U.S. farm businesses, especially those with term debt, poised to experience significant financial stress in 2010? We use the Agricultural Resource Management Survey (ARMS), sponsored jointly by USDA’s Economic Research Service (ERS) and National Agricultural Statistical Service, to help answer this question.

The purpose of this paper is to compare costs and returns of the top dairy producers in the Upper Midwest to those in other major dairy regions of the U.S. The analysis is based on the 1989 Farm Costs and Returns Survey conducted by the U.S. Department of Agriculture. The top dairy farmers are defined in several ways, including: (1) highest returns to capital and management, (2) lowest total cash costs, and (3) highest milk marketings per cow.

This Economic Brief is one of a set of five exploring the implications of decisions policymakers and program managers must make about who is eligible to receive payments, how much can be received, for what action, and the means by which applicants are selected. Agri-environmental policy is at a crossroads. Over the past 20 years, a wide range of policies addressing the environmental implications of agricultural production have been implemented at the Federal level. Those policies have played an important role in reducing soil erosion, protecting and restoring wetlands, and creating wildlife habitat. However, emerging agri-environmental issues, evolution of farm income support policies, and limits imposed by trade agreements may point toward a rethinking of agri-environmental policy. TECHNOLOGY ADOPTION DECISIONS IN DAIRY PRODUCTION AND THE ROLE OF HERD EXPANSION AgEcon

Technology adoption in dairy production allows for higher milk yield and lower per-unit costs. The importance of herd expansion and other factors to adoption was examined using a multinomial logit model and data from the USDA's 1993 Farm Costs and Returns Survey. Predicted probabilities of adoption were used to simulate the effect of herd expansion on milk production. Results identified age, size, and specialization in dairy production as important in increasing the likelihood of adopting a capital-intense technology. Education and size of operation positively impacted the decision to adopt a management-intense technology. Welfare Decomposition in the Context of the Life Cycle of Farm Operators: What Does a National Survey Reveal? AgEcon

This paper examines the role of the life cycle in impacting the distribution of a combined income and wealth measure using data from the 2001 and 2006 Agricultural Resource Management Survey. Such an assessment is made using both graphical representation of the distribution of the well-being measure along with utilization of the social welfare decomposition procedure. Results show a mild yet statistically insignificant improvement in the distribution of the economic measure over the five-year period. Contribution to social welfare is found highest among the cohort where the age of the head of household is between 45 and 54 years. DECOUPLED PAYMENTS IN A CHANGING POLICY SETTING AgEcon

The studies in this report analyze the effects of decoupled payments in the Federal Agriculture Improvement and Reform (FAIR) Act on recipient households, and assess land, labor, risk management, and capital market conditions that can lead to links between decoupled payments and production choices. Each study contributes a different perspective to understanding the response of U.S. farm households and production to decoupled income transfers. Some use new microdata on farm households collected through USDA's Agricultural Resource Management Survey (ARMS), initiated in 1996, and its predecessor survey. Diverse needs and preferences across the United States provide justification for the devolution, or decentralization, of many Federal Government programs to the State or local level. The move toward devolution, however, has not been evidenced in U.S. agricultural policy, despite significant differences across States in such areas as commodity production, production costs, income distribution, and opportunities for off-farm work. As broadband—or high-speed—Internet use has spread, Internet applications requiring high transmission speeds have become an integral part of the “Information Economy,” raising concerns about those who lack broadband access. This report analyzes (1) rural broadband use by consumers, the community-at-large, and businesses; (2) rural broadband availability; and (3) broadband’s social and economic effects on rural areas. FIRM EFFICIENCY AND INFORMATION TECHNOLOGY USE: EVIDENCE FROM U.S. CASH GRAIN FARMS AgEcon

We implement stochastic frontier analysis techniques to show the effects of information technology use on firm efficiency. Results from a sample of 1,865 U.S. cash grain farms reveals that information technology use within the farm business moved farms significantly towards the efficiency frontier. Also moving farms towards the efficiency frontier were the use of written long-term plans, advanced input acquisition strategies, and increased farm labor hours relative to total labor hours. In contrast, an increase in the debt to asset ratio was associated with movements away from the efficiency frontier.

Internet use has grown rapidly over the last 15 years and so has its integration into the rural economy. Connecting to the Internet via high-speed technology such as DSL lines, cable, satellite, and wireless networks increases bandwidth and makes the Internet much more useful to businesses, households, and governments. Rural households are almost as likely as urban households to use the Internet. Broadband Internet access in rural areas has been less prevalent than in much more densely populated areas of the country.
