Relationships between Agricultural policies and Environmental Effects in Japan: An Environmental-Economic Integrated Model Approach AgEcon

This study investigates the optimal agricultural land use allocation and nitrogen application to a representative Japanese farm. The site-specific nature of numerous agri-environmental issues necessitates analysis at a disaggregated level in order to capture the underlying heterogeneity of agricultural productivity and environmental sensitivity across different parcels of land. Farmers' Participation in European Agri-Environmental Policies AgEcon

This paper examines the factors influencing farmers' participation in several agri-environmental schemes. A multinominal logit model is used to separate between participating and nonparticipating farmers. In addition this model allows to predict farmers participation in one measure as well as in different measures simultaneously. Data stems from a survey conducted in eight European countries and includes a description of both farmer and farm characteristics. Three categories of schemes have been analysed: landscape maintenance, biodiversity protection and restriction of intensive farming practices. Agricultural Trade Liberalisation and Strategic Environmental Policy AgEcon

We use an extended partial equilibrium trade model to derive optimal environmental policy responses to tariff reduction requirements and assess the impact of such policies on the welfare of trading partners. We find that countries which attribute preferential political weights to farmers' welfare have an incentive to implement environmental policies that deviate from the Pigouvian solution - even if production is not de facto linked to environmental externalities. We clarify the conditions under which trading partners do not gain from unilateral trade liberalisation if trade concessions are accompanied by strategic environmental policy changes. We postulate a role for the WTO in overseeing the process of domestic policy formulation.

Hidden action, risk aversion and variable fines in agri-environmental schemes AgEcon

This note analyses the design of agri-environmental schemes for risk-averse producers whose input usage is only observable by costly monitoring. The scheme penalises producers in proportion to input use in excess of a quota. A striking result is that if the scheme is designed in such a way that producers always comply with the quota, risk aversion is not relevant in determining the level of input use.

Impacts of Agri-Environmental Policies on Land Allocation and Land Prices AgEcon

We develop a Ricardian framework with heterogeneous land quality to analyse the effects of agricultural and agri-environmental support policies on land allocation decisions and land prices. Four agri-environmental policy instruments are considered: a uniform area payment, a quality-dependent area payment, a mandatory buffer strip policy and a voluntary buffer strip payment. We also analyse how general tax and monetary policies may affect agricultural land prices. The theoretical framework is illustrated by an empirical model applied to Finnish agriculture. The empirical model shows that macroeconomic factors, such as general tax and monetary policies, may exert a greater impact on land prices than some minor fine-tuning in agrienvironmental policies.

Multifunctional agriculture is particularly fundamental to some working lands conservation policies and programs, such as the Environmental Quality Incentive Program (EQIP), Conservation Security Program (CSP) and Wildlife Habitat Incentive Program (WHIP). QUANTIFYING THE BENEFITS OF CONSERVATION AUCTIONS: EVIDENCE FROM AN ECONOMIC EXPERIMENT AgEcon

Building on available theory, this work uses controlled laboratory experiments to investigate the budgetary and the economic performance of competitive tenders for allocating conservation contracts to landholders. Experiments have been replicated in two different countries to check for robustness of results. We find that auctions outperform the more traditional fixed-price schemes only in the one-shot setting. With repetition, the auctions quickly lose their edge. Our results suggest that previous estimates of conservation auction performance are too optimistic.

To Till or Not to Till? Social Profitability of No-Till Technology AgEcon

We study from economic and environmental angles under what conditions no-till technology is socially optimal. We demonstrate theoretically that if yield under no-till is equal to or greater than under conventional technology, its adoption is socially optimal provided that herbicide runoff damages under both technologies are close enough. Finnish data shows, however, that only in one case out of three no-till provides higher social returns. In terms of nutrient runoffs no-till performs better than conventional technology. No-till reduces surface runoffs of nitrogen by 58%, and surface runoffs of particulate phosphorus by 70% relative to conventional technology, but causes more than three times higher dissolved phosphorus surface runoffs. Since 1985, U.S. agricultural producers have been required to practice soil conservation on highly erodible cropland and conserve wetlands as a condition of farm program eligibility. This report discusses the general characteristics of compliance incentives, evaluates their effectiveness in reducing erosion in the program's current form, and explores the potential for expanding the compliance approach to address nutrient runoff from crop production. Integrated land use modelling of agri-environmental measures to maintain biodiversity at landscape level AgEcon

Integrated land use models (ILM) are increasingly applied tools for the joint assessment of complex economic-environmental farming system interactions. We present an ILM that consists of the crop rotation model CropRota, the bio-physical process model EPIC, and the farm optimization model FAMOS[space]. The ILM is applied to analyze agri-environmental measures to maintain biodiversity in an Austrian landscape. ASSESSING THE EFFICIENCY OF LOCAL ACTION GROUPS AND AUCTIONS FOR DESIGNING AND IMPLEMENTING AGRI-ENVIRONMENTAL MEASURES IN THE EU - RESULTS FROM AN EXPERT SURVEY AgEcon

In this article the authors focus on two important innovations for agri-environmental measures in the new council regulation: The implementation of local action groups and a call for tenders. The article describes how relevant actors assess the innovations. The results are based on 276 interviews, carried out in 2006 in nine EU Member States. Generally, actors assume that measures designed in local action groups are not necessarily more economically efficient than current measures, but they do have potential to result in a higher ecological effectiveness and in a greater acceptance. However, the opinion on auctions is comparatively critical.

A lot of research is carried out on the Contingent Valuation Method to assess environmental goods. However, the method is rarely applied to quantify reimbursements for agri-environmental policy. In this paper, this contradiction is explained by conceptual shortcomings of the Contingent Valuation. It is suggested to discuss the utility of agri-environmental programs among experts. For that, a three-step methodology including a possible monetary evaluation is developed. The method is applied on agri-environmental programs in Switzerland.

Achieving Environmental Objectives Under Reduced Domestic Agricultural Support and Trade Liberalization: An Empirical Application to Taiwan AgEcon

We focus on rice policy reform required for Taiwan's admission to the WTO, and examine the effects, theoretically and empirically, of the re-instrumentation of domestic policy needed to achieve environmental objectives when both positive and negative environmental externalities exist. Policies that treat non-commodity attributes in agriculture as secondary to existing aims, such as income support, are unlikely to result in the desired supplies of environmental goods. Those supplies can be achieved at lower government and social costs using policy instruments to achieve environmental goals directly. Results are relatively insensitive to the social values assigned to environmental goods.

On the optimal design of income support and agri-environmental regulation AgEcon

In this paper, we develop a model of regulation for a set of heterogenous farmers whose production yields to environmental externalities. The goal of the regulator is first to offer some income support depending on collective preferences towards income redistribution and second to internalize externalities. The Theory of Fiscal Federalism offers a normative framework to evaluate the existing allocation of competences. To derive an actual relevant scope for reforms supporting an efficient Agri-environmental Policy the general theoretical criteria have to be specified. Thus, the parameters defining theoretically the optimal degree of centralisation will be applied to sectoral characteristics. Additional agri-environmental sub-competencies will be differentiated to identify deficits regarding the Principle of Equivalence. Use of Penalties and Rewards in Agri-Environmental Policy AgEcon

Achieving high compliance rates in incentive-based agri-environmental schemes is an important issue. This paper explores the use of a mixed penalty-reward approach under heterogeneous compliance costs. Specifically, we examine the use of a “compliance reward” under asymmetric information and output price uncertainty. Using a budget-neutral approach, three possible sources of financing are considered: 1. funds obtained by reducing monitoring effort; 2. the proceeds of fines collected from participating farmers who are inspected and found not to be in compliance; and 3. money saved by reducing the number of farmers enrolled. REDUCING NITROGEN LOSSES FROM AGRICULTURAL SYSTEMS: AN INTEGRATED ECONOMIC ASSESSMENT AgEcon

The loss of reactive nitrogen from agriculture into the environment is a major threat to the global environment and a challenge for agri-environmental policy. We therefore investigate the problem of reducing nitrogen losses from agriculture into the environment from an economic perspective. Based on a recursive-dynamic linear programming model, our study reveals that the above difficulty is primarily due to the rigidities associated with the nutrientforage cycle and existing production structures. Moreover, we assess the cost and effectiveness of different nitrogen taxes for the case of Switzerland. Our results show that a tax on fertilizers only exhibits the best performance in terms of cost-effectiveness.

Agri-environmental Regulation on the Back of a Data Envelopment Analysis AgEcon

A land retirement policy whereby land is taken out of agriculture and converted to natural vegetation or forestry has the potential to reduce environmental damage related to dryland salinity in Western Australia. This paper uses some recent results in the theory of directional distance functions (Chambers and Fare, 2004) to analyse alternative policy designs for a land retirement scheme. The results indicate that a fixed price scheme is inefficient compared with a first-best solution, but performs adequately. A scheme requiring a fixed proportion of area retired by all producers is inefficient. A separating solution, based on mechanism design, gives a small but significant increase in welfare compared to a fixed price scheme.
