Rural Innovation Systems and Networks: Findings from a Study of Ethiopian Smallholders AgEcon
Spielman, David J.; Davis, Kristin E.; Negash, Martha; Ayele, Gezahegn.
Agriculture in Ethiopia is changing. New players, relationships, and policies are influencing how smallholders access and use information and knowledge. Although this growing complexity suggests opportunities for Ethiopian smallholders, too little is known about how these opportunities can be effectively leveraged to promote pro-poor processes of rural innovation. This paper examines Ethiopia’s smallholder agricultural sector to provide qualitative insights into the interactions between smallholders and other actors in the agricultural sector and the contribution those interactions make to the smallholders’ innovation processes. Case studies of smallholder innovation networks in 10 communities suggest that public sector extension and administration exert a...

Public expenditures and agricultural productivity growth in Ghana AgEcon
Benin, Samuel; Mogues, Tewodaj; Cudjoe, Godsway; Randriamamonjy, Josee.
Using district- and regional-level public expenditure data and household-level production data, this paper estimates the agricultural productivity returns to different types of public expenditure across various agro-ecological zones of Ghana. The results reveal that provision of various public goods and services in the agricultural, education, health and rural roads sectors have substantial impact on agricultural productivity. A one percent increase in public spending on agriculture is associated with a 0.15 percent increase in agricultural labor productivity, with a benefit-cost ratio of 16.8. Spending on feeder roads ranks second (with a benefit-cost ratio of 5), followed by health (about one hundredth of the value). Formal education was negatively...

Efficiency Effects Zimbabwe’s Agricultural Mechanization and Fast Track Land Reform Programme: A Stochastic Frontier Approach AgEcon
Chisango, Future Fortune T.; Obi, Ajuruchukwu.
A development goal pursued by the Zimbabwean government even before the much-maligned fast track land reform programme (FTLRP) was expansion of agricultural production through agricultural mechanization. This goal has been pursued through the acquisition and use of tractors by arable crop farmers in communal and resettlement state land delineated during the period following the launch of the FTLRP. This research project investigated the combined impacts of mechanization and an unplanned land reform on agricultural productivity in the Bindura district of Zimbabwe. The existing land policy and the issue of technical efficiency in agricultural productivity are assumed to be the drivers of the programme. It is likely that these issues will be important...

Implications of Tariff Rate Quotas Liberalization in the South African Livestock Industry AgEcon
Oyewumi, Olubukola Ayodeju; Jooste, Andre; van Schalkwyk, Herman D.; Britz, Wolfgang.
Livestock farming is an important facet of agriculture and livelihood in South Africa. It forms the essence of rural agriculture contributing food, socio-economic stability, employment and income. After the liberalization of the agricultural sector and phasing out of past protection mechanisms South Africa introduced a process of tariff reform. Furthermore, a system of tariff rate quotas was introduced in compliance with WTO regulations. A partial equilibrium comparative static model was used to investigate the impact of further liberalization in the livestock industry of South Africa, particularly in meat products using four policy scenarios. Specific emphasis was given to the liberalization of the current TRQ regime. The conclusion is that the expansion...
