Esse relatório tem como objetivo caracterizar e analisar a abordagem da Embrapa Caprinos e Ovinos nos Territórios de Inhamuns-Crateús e Cariri para a inclusão produtiva de agricultores familiares beneficiários do PBSM a partir da utilização de modelos de inovação para a construção de conhecimentos. Para tanto, foram analisadas as dimensões do processo de inovação relacionadas com as práticas e processos desenvolvidos pelos agricultores e os efeitos para a melhoria na qualidade de vida desses atores.

AGRICULTURAL POLICIES IN VIETNAM: PRODUCER SUPPORT ESTIMATES, 1986-2002 AgEcon

Since 1986, Vietnam started to move from a centrally-planned towards a market-oriented system. It underwent several major economic and trade reforms – a process which is still not completed. At the same time, it also started to open its economy. Vietnam has become a member of the ASEAN Free Trade Agreement (AFTA), signed several bilateral trade agreements and is currently negotiating accession to the World Trade Organization (WTO). First positive results of the reform process became visible in the early 1990s when poverty declined to a large extent. The research aims to explore and analyze the main elements of agricultural policy in Bosnia and Herzegovina with a particular focus on one of the two entities: Republika Srpska. A particular attention has been given to the institutional capacity to identify adequate instruments and mechanisms. The paper is based on the use of different methodological tools including the agrarian system analysis; the examination of official documents and reports; a field survey; a number of interviews with policy makers and key informants.

Finnish Citizens' Attitudes towards Multifunctional Agriculture AgEcon

This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and open-ended WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. Food security policy in a stochastic world AgEcon

Food security may be increased by variance-reducing strategies, by food aid, or by development strategies. This paper uses a Korea CGE model, subjected to random fluctuation in world-prices and domestic food productivity, to evaluate these policies. We find that poverty-reducing development strategies are the most effective food-security strategies.

The main argument behind multifunctionality is that agricultural production and thus, the whole agricultural sector has multiple roles, not just to produce food and fiber, but also to provide several non-market commodities. Based on the comprehensive Impact assessment of potential changes to the CAP that accompanied the HC legal proposals tabled by the Commission on 20th May 2008, this paper focuses on the impact analysis of options for adjustment of the Single Payment Scheme. It is put in evidence the distributional implications of the current SPS models as well as the link between the payment distribution with structural variables. Open issues that lead to the need of adjusting the system are also presented. The economic impact of alternative options are analysed based on Eurostat, audit, and microeconomic data. In some countries, local agricultural products (particularly livestock products) are shielded from international competition by ‘natural’ factors influencing the purchase of products. These factors include strong local tastes (or preferences) that favour the local product and the absence (or relative absence) of complementary retail outlets or home appliances suitable for storing and preparing potential imported substitutes. Latin America's Agricultural Exports to China: Recent Trends AgEcon

Latin America is becoming the fastest growing agricultural production region and Brazil has by far the fastest growing agricultural sector. China from being a small agricultural importer (1.4% of world imports in 1990/01), became the fifth largest importer at 5.4% of world imports in 2006/07. China's overall trade with Latin America has expanded substantially during the last two decades -the rate of growth has been greater than any other region in the world since 2005. Most exports from Latin America to China are primary products while Chinese exports to Latin America are mostly industrial products. Multifunctional Policy Measures for Multifunctional Agriculture AgEcon

While agricultural policies in Europe place ever greater emphasis on the importance of agricultures' multiple roles, it is difficult to find policy measures designed specially for multifunctionality. The aim of our study is to identify actual and preferred policy measures to improve or to maintain the multifunctional role of agriculture, or both. We used the applied policy Delphi method to interview 24 Finnish experts in order to map a preferred set of policy measures to truly enhance multifunctionality. The results indicate that Finnish experts prefer targeted measures based on different national, regional and local agricultural conditions, but may be unaware of the costs these targeted policies might cause.

The implementation of most recent CAP and water policy reforms calls for simulation analytical tools able to quantify socio-economic and environmental impacts that can be different in terms of regions and farm type. Tell Me Where It Hurts, an' I'll Tell You Who to Call: Industrialize Countries' Agricultural Policies and Developing Countries AgEcon

This paper accomplishes two objectives. First, it provides simulation results from a computable general equilibrium (CGE) model that have helped focus the debate about the potential effects of agricultural trade liberalization on developing countries. The aggregate numbers show modest net positive effects over a medium-term period (five years out). First, when developed countries fully remove their subsidies and trade barriers, welfare and GDP of the developing countries rise, as do value added in agricultural production and agro-industries, and agricultural exports. A minimum cross entropy model to generate disaggregated agricultural data at the local level AgEcon

This work presents an entropy approach to disaggregate agricultural data at a local level. It comprises two different steps. In a first one, an information prior at disaggregated level based on experts’ opinions, available cartography of land use and biophysical data is created. In a second step, it’s used a minimum cross entropy process in order to manage these information inputs and to guaranty a solution compatible with all the different restrictions. How do agricultural policies influence farmland concentration? The example of France AgEcon

Over the last decades, the number of farms has decreased while average farm size has increased in industrialised countries. We investigate whether these two concomitant trends have resulted in higher farmland concentration or not in the case of France. Deriving Gini coefficients as a measure of concentration from the estimation of parametric Lorenz curves, we show that this is not systematically the case at the sub-national scale of “départements”. When studying the role of possible explanatory variables for farmland concentration, we find that milk quotas, CAP 2nd pillar subsidies and so-called structural measures (settlements and early retirement grants) have a significant impact.
