The federal government currently runs two major price support programs in agriculture, the marketing loan and countercyclical payment (CCP) programs. While these programs are both targeted at providing producer price protection, they have different political and financial costs associated with them. We outline these costs and project the effects of various loan rate changes on these programs for eight crops (barley, corn, cotton, oats, rice, sorghum, soybeans, and wheat) for 2005. Loan rate changes affect the price support programs by changing the payment rate producers receive when payments are triggered. The effect pubic policy has on the relative prices of agricultural commodities is a controversial topic in developing countries, developed countries, and international agencies alike. The controversy arises as a result of a lack of understanding of the conflicting effects of relative price changes on various producer and consumer income classes and, when the effects are understood, as a result of emphasizing the value class over another. DOMESTIC SUPPORT TO AGRICULTURE IN THE EUROPEAN UNION AND THE UNITED STATES: POLICY DEVELOPMENTS SINCE 1996 AgEcon

Prior to the 1994 Uruguay Round Agreement on Agriculture, many developed countries supported production largely through support prices and government procurement. Since mid-1990s these countries have increasingly favored income support or direct payments over price support policies. In this study, we outline the farm policy changes in the European Union, EU, and the United States, US, since 1996 and compare their levels of support under various policies. The producer support estimates for the EU are more than twice that of the US, although the value of EU agricultural production is only 30% more than the US production value.
