Decoupled Programs, Payment Incidence, and Factor Markets: Evidence from Market Experiments AgEcon

We use laboratory market experiments to assess the impact of asymmetric knowledge of a per-unit subsidy and the effect of a decoupled annual income subsidy on factor market outcomes. Results indicate that when the subsidy is tied to the factor as a per-unit subsidy, regardless of full or asymmetric knowledge for market participants, subsidized factor buyers distribute nearly 22 percent of the subsidy to factor sellers. When the subsidy is fully decoupled from the factor, as is the case with the annual payment, payment incidence is mitigated and prices are not statistically different from the no-policy treatment.

Alternative Land Use Policies: Real Options with Costly Reversibility AgEcon

This paper adopts a real options framework to evaluate the cost-effectiveness of four types of subsidies that aim to encourage a socially desirable land use under return uncertainties and costly reversibility of land use change. We first present a land conversion model to show how the subsidies that are expected net present value (ENPV) equivalent can change a representative farmer’s optimal land conversion rules differently for converting land into an alternative use as well as converting out of it. No Acordo Agrícola da Rodada Uruguai e posteriores rodadas de negociações multilaterais foram propostas metas de redução de subsídios à agricultura. On the basis of the micro-economic data of the Hungarian FADN system we analysed the role of subsidies in the profitability of farms, we aimed to reveal which types of farming and economic sizes are effected more by subsidies related to efficiency and profitability. Auctioning Payment Entitlements AgEcon

Payment entitlements is a new commodity that arises from the new European common agricultural policy. The agricultural subsidies are decoupled from the actual production and replaced by the so-called payment entitlements. A payment entitlement has a farm specific value and may be freely traded. This paper discusses the complexity of this new market and suggests an auction that simplifies the complexity. The suggested auction allows a buyer to simultaneously bid on all payment entitlements. Can Crop Insurance Premiums Be Reliably Estimated? AgEcon

This paper develops and applies a methodology to assess the accuracy of historical loss-cost rating procedures, similar to those used by the U.S. Department of Agriculture’s Risk Management Agency (RMA), versus alternative parametric premium estimation methods. It finds that the accuracy of loss-cost procedures leaves much to be desired, but can be markedly improved through the use of alternative methods and increased farm-level yield sample sizes. Evidence suggests that the high degree of inaccuracy in crop insurance premium estimations through historical loss-cost procedures identified in the paper might be a major factor behind the need for substantial government subsidies to keep the program solvent.

Az agrárpolitika kiemelt céljai közé tartozik az agrártámogatások hasznosulásának növelése abban az értelemben, hogy a közvetlen támogatások az eredeti kedvezményezettek, a mezőgazdasági termelők jövedelmi helyzetét javítsák és ne a termékpálya más szereplőinél kössenek ki. A termelők jövedelmére azok a támogatásformák gyakorolják a legkedvezőbb hatást, amelyek a legkevésbé befolyásolják a piaci keresleti-kínálati viszonyokat. Ennek tudatában az elmúlt időszakban az Európai Unió egészében megfigyelhető, hogy a leginkább piactorzító hatású támogatástípusok (a termékkibocsátáson, valamint a változó inputokon alapuló támogatások) aránya lecsökkent. Subsidy Incidence in Agricultural Land Markets: An Experimental Investigation AgEcon

We use laboratory market experiments to control for market power and social norms in order to evaluate market outcomes associated with subsidy incidence. We estimate the incidence of a stylized agricultural subsidy in laboratory land rental negotiations and compare the market behavior of university students to agricultural professionals. In separate sessions with both subject groups, 21.5 percent of a per-unit subsidy paid to the buyer (tenant) was passed on to sellers (landlords). The consistent treatment effect between students and professionals is encouraging, particularly in the use of experimental laboratory methods for ex ante analyses of agricultural policy impacts.
