Exchange Rate Misalignment and Its Effects on Agricultural Producer Support Estimates: Empirical Evidence from India and China AgEcon

There have been different degrees of exchange rate disequilibrium in the developing countries during transition or reform periods since the mid 1980s. The level of the exchange rate and its misalignment can have significant impacts on agricultural policy measures such as Producer Support Estimates (PSEs). In the conventional PSE analysis, however, the actual (nominal) exchange rates are used. There is general agreement that the use of actual exchange rates may introduce a bias in the PSE calculations, and that this bias can be substantial in some cases. Challenges for Less Developed Countries: Agricultural Policies in the EU and the US AgEcon

Agricultural policies adopted by developed countries are considered distortional and detrimental to less developed countries (LDCs). This paper discusses the adverse impacts on less developed countries of the agricultural support regimes of the European Union (EU) and the United States (US). Despite the fact that the budget for agriculture in these constituencies has the same order of magnitude, we find that the EU relies much more heavily on agricultural support than does the US. Specifically, the EU provides agricultural producers with an amount of support that is about two-and-a-half times that of the US, and for most commodities a larger share of farmers’ income stems from support measures as well. Making Agricultural Support more Objective Oriented: Linear Programming Approach for Ukraine AgEcon

In this article we investigate how to integrate the experience and knowledge of local agricultural experts in order to facilitate more objective-oriented use of the agricultural support funds. For this purpose we apply the Linear Programming methodological approach. Within this approach the model for calculating the optimum allocation of agricultural budget is developed. The evaluations criterions, which are used in the modeling, are derived during the interviews with agricultural experts who work at the Zdolbuniv district agricultural department in Ukraine. Agricultural policies in India: Producer Support Estimates 1985-2002 AgEcon

Since the early 1990s, India has undergone substantial economic policy reform and economic growth. Though reforms in agricultural policy have lagged those in other sectors, they have nonetheless created a somewhat more open economic orientation. In this study, we evaluate the protection and support versus disprotection of agriculture in India. Our methodology involves examining market price support (MPS) for eleven crops, the expenditures on input subsidies benefiting farmers (for fertilizer, electricity and irrigation), and product-specific and total producer support estimates (PSEs) over the period 1985-2002. Ukraine's Agriculture Policy Review AgEcon

Recently, the OECD prepared a detailed review of Ukraine's agricultural policies and potential that included Producer Support Estimates (PSE) calculations. Canada provided a peer-review of this paper. It provides a preview of the caliber and range of information that can be expected from the proposed consortium reviews. The Ukraine review included discussions of how Ukrainian agricultural policies have evolved and the nature of agricultural support. It also highlighted macroeconomic conditions in the agroprocessing sector and rural infrastructure. In this way, the review drew out Ukraine's path as they grew from a struggling economy to a potential agricultural competitor.

Multifunctionality and the European Common Agricultural Policy: A Theoretical Problem AgEcon

The multifunctional character of agriculture is used as a main argument for agricultural support. This argument is theoretical analyzed in a model with decreasing marginal utility and it is shown that such a support must depend on the size of the agricultural sector. Consequently the argument is not valid for a common policy for very different countries as the EU-countries.

Support to agriculture in FYR Macedonia : an exploratory assessment (1999‐2004) AgEcon

Macedonia, as a candidate country to the EU and a member of the WTO is in need of a comprehensive, transparent, and internationally comparable assessment of the support to agriculture in the country. OECD that has been measuring support to agriculture on a yearly basis, in its member countries as well as some other countries since the mid-1980s offers a good tool for such a task. The method is known for its most important indicator, the Producer Support Estimate (PSE). Using this method, data on Macedonian agricultural policy measures, in place – partly or entirely - for the period 1999 to 2004, have been gathered and categorized in order to arrive at an estimate of the level of support. This report presents the main findings of this assessment.
