Without modification, the World Trade Organization’s Agreement on Sanitary and Phytosanitary Measures (SPS Agreement) will become the battleground for many complex agricultural trade disputes. There are two interrelated reasons for this. The first reason is that the agreement confers on members considerable unilateral power to implement unchallengeable market access barriers to agri-food imports, provided those members have a legitimate justification to do so. The second reason is that much ambiguity continues to exist regarding what properly constitutes a legitimate justification. We focus on rice policy reform required for Taiwan's admission to the WTO, and examine the effects, theoretically and empirically, of the re-instrumentation of domestic policy needed to achieve environmental objectives when both positive and negative environmental externalities exist. Policies that treat non-commodity attributes in agriculture as secondary to existing aims, such as income support, are unlikely to result in the desired supplies of environmental goods. Those supplies can be achieved at lower government and social costs using policy instruments to achieve environmental goals directly. Results are relatively insensitive to the social values assigned to environmental goods. This survey paper explores the literature on decoupling of farm programs that has emerged in the last 10 years. The paper identifies and assesses the various channels of potential coupling of decoupled farm payments and provides taxonomy of coupling mechanisms found in theoretical and empirical papers. Coupling of decoupled payments is pervasive but effects when measurable are small, with the exception of the impact on land values. The paper points to unresolved issues on potential coupling mechanisms for further research. We assess the international competitiveness of the dairy industries in Argentina and Chile, combining recent market intelligence gathered from field visits with quantitative simulations of global policy reform scenarios. Both countries exhibit strong potential for export growth but face significant internal and external barriers to expanding their dairy industries. Global policy reforms would resolve some of the international obstacles to their expansion. Argentina has great potential, but it is handicapped by its current macroeconomic policies, trade policy distortions, and the uncertainty associated with policy implementation. Chile is more limited in terms of natural capacity for expansion, but it has a positive trade and investment environment. The paper assesses the competitive position of T&T's citrus industry and explains the declining productivity. It covers supply chain and agricultural trade policy issues and involves assembling two Policy Analysis Matrices, either with full cost of production or excluding establishment costs. Domestic and trade policy support shows significant for the sector. Production is internationally competitive, or possesses comparative advantage, only if costs of establishment are excluded. These results suggest that free trade agreements under the FTAA and the ACP-EU would work against the planting of new orchards and reinforce the decline of the sector. Technical trade barriers are increasingly important in the international trade of agricultural products. Designing technical trade measures that can satisfy the growing demand for food safety, product differentiation, environmental amenities, and product information at the lowest cost to the consumer and to the international trading system requires an understanding of the complex economics of regulatory import barriers. This report proposes a definition and classification scheme to frame discussion and evaluation of such measures. Open-economy models that complement the classification scheme are developed graphically to highlight the basic elements that affect the economic impacts of changes in technical trade barriers. This paper analyses the economic effects of different magnitudes of tariff cuts, different tariff cutting formulas, the implications of tariff capping as well as different numbers and width of tariff bands in the market access pillar of the Doha Round agricultural negotiations. The simulations are conducted with an extended version of the GTAP model and an extended version of the GTAP data base (6.0) including bound and applied rates. The results reveal that the EU-27 experiences a negative change of its trade balance in the highly protected beef and sugar sectors. The relative increase of EU beef and sugar imports is mainly evoked by the magnitude of tariff cuts and, to a lesser extent, by the kind of formula used to implement the tariff cuts. In...
