Rapid population growth in agroecologies that are already under high population pressure poses a major challenge for development policy. It becomes an even greater challenge in complex agroecologies where little new technology for rapid agricultural expansion is available. The mountain zones of the Zaire-Nile Divide in Central Africa present an example of such a challenging environment where agriculture has encroached onto marginal zones, that is, water catchment areas and the last tropical forests of the area. The Effects of Exchange Rates and Commercial Policy in Agricultural Incentives in Colombia: 1953-1978 AgEcon

Agricultural price policy is a widely recognized overt means of influencing agricultural production incentives, but its effects are complex. A number of researchers at the International Food Policy Research Institute (IFPRI) have examined the interplay between production incentives and consumer burdens, both in static and dynamic environments. Raisuddin Ahmed, P.S George, Shubh Kumar, James Gavan, and Indrani Sri Chandrasekera have each treated particular aspects of these producers and consumer price effects in recent IFPRI publications. Work on the other aspect is under way.

The past decade has been one of major turbulence in the global economy, including rapid inflation, oil price shocks, extraordinary rise and decline in food prices, and low real interest rates encouraging borrowers that had later proven unsustainable. The process of managing that turbulence, along with industry-oriented development strategies, has led many developing countries to grossly overvalue their exchange rates.
