This Discussion Paper provides an analysis of competitiveness of the Belarus’ dairy sector based on international trade indicators. The ex-post analysis is extended by an ex-ante analysis in order to gain detailed insights into the sector’s future opportunities and challenges. Systematic access is established through relevant determinants with respect to Porter’s diamond. Ex-post analysis results indicate a strong position of Belarus in the international dairy trade although limited to homogenous products like milk powder and evaporated milk. Competitive disadvantages were revealed for highly processed dairy products. The paper is a documentation of a (non-representative) survey on the food situation of households in the Grodno region, Belarus. It covers the year between September 2000 and August 2001. The focus of the survey was on the sources of food in the households (purchase, own production, and receipt in non-monetary transactions between households) and on the utilization (consumption, feed use, sale, unpaid transfers to other households, and spoilage). The paper describes the survey design and the scope and quality of the compiled data set and it presents results of descriptive analyses. A Microeconomic Model for Subsidies Allocation: the Case of Belarus AgEcon

The paper develops a microeconomic methodological framework that allows approaching subsidy allocation across the types of assets and impact of subsidies on agricultural outputs and profits. The methodology is based on a non-parametric production frontier estimation. The empirical application is made to 1084 Belarusian corporate farms. The results suggest targeting governmental support at grain and milk production. In this case, 4.14 trillion Belarusian roubles of subsidies increase the overall profit of the sample farms by 1.46 trillion. In the case of targeting, the farms with higher overall efficiency are more sensitive to the support and are able to absorb larger amount of subsidies. The opposite is true in the absence of targeting.
