Economic reform in the Central and Eastern European countries in the 1980s helped transform the structure and volume of agricultural production, consumption and trade, and resulted in significant agricultural productivity improvements. However, there are large differences among the transition countries in the magnitude and direction of these changes. A cost function approach of induced innovation is used to measure the biases in U.S. agricultural technology between 1948-1994. The results show significant labor-saving, capital-using technical change. Focusing on the impact of migration policy on labor-saving technology, a simulaton of different rates of labor-saving technical change is conducted. The simulation shows decreases in elasticity of labor demand and demand quantity, and an increase in wage rate as technology becomes more labor-saving. The Morishima elasticity of substitution (MES) is estimated to address factor substitutability in Florida agriculture during 1960-1999. Therefore sustaining aggregate consumption across generations requires reduction of the quantity of energy used per unit of output. Energy policies incentivize the deployment of new technologies that will not only increase energy efficiency but also impact the ease with which capital and materials can substitute for energy and hence the ability of societies to sustain consumption. Therefore an assessment of the impact of energy policies on sustainable consumption requires accounting for the link between technological progress and substitutability.
