Variabilité hydrologique et biologique du golfe du Lion. I. Transports en azote et productivité potentielle ArchiMer

A monthly time-series of the seasonal evolution of the North Mediterranean Current (NMC) and of nitrogen flux across a transect (5 degrees 12'5 E between 43 degrees 10'N and 42 degrees 50'N) at the entrance of the Gulf of Lions was carried out over two years. The NMC exhibited two distinct structures: a winter structure (from November to May) characterised by strong mesoscale and interannual variations in which the current was 20 to 30 km width, about 400 m depth and velocity scaled between 5 and more than 40 cm s(-1); and a summer structure (from May to November) which was less sensitive to mesoscale variations but showing large interannual variability. Sea Surface Salinity and Temperature Budgets in the North Atlantic Subtropical Gyre during SPURS Experiment: August 2012-August 2013 ArchiMer

Variability at large to meso-scale in sea surface salinity (SSS) and sea surface temperature (SST) is investigated in the subtropical North Atlantic Ocean during the Subtropical Atlantic Surface Salinity Experiment Strasse/SPURS in August 2012—August 2013. The products of the Soil Moisture and Ocean Salinity (SMOS) mission corrected from large scale systematic errors are tested and used to retrieve meso-scale salinity features, while OSTIA products, resolving meso-scale temperature features are used for SST. The comparison of corrected SMOS SSS data with drifter's in situ measurements from SPURS experiment shows a reasonable agreement, especially during winter time with RMS differences on the order of 0.15 pss (for 10 days, 75 km resolution SMOS product)....

Seasonal variability of the advective transport of particulate matter and organic carbon in the Gulf of Lion (NW Mediterranean) ArchiMer

Nine hydrographic cruises were performed on the Gulf of Lion continental margin between June 1993 and July 1996. These observations are analysed to quantify the fluxes of particulate matter and organic carbon transported along the slope by the Northern Current and to characterise their seasonal variability. Concentration of particulate matter and organic carbon are derived from light-transmission data and water sample analyses. The circulation is estimated from the geostrophic current field. The uncertainty on the transport estimate, related to the error on the prediction of particle concentrations from light-transmission data and the error on velocities, is assessed. Research activities in the Gulf of Lion (NW Mediterranean) within the 1997-2001 PNEC project ArchiMer

The French national program on the coastal environment Programme National Environnement Cotier (PNEC) represented during the last decade a major support for the pluridisciplinary oceanographic research in the Gulf of Lion. During the second phase of the program, that lasted from 1997 to 2001, the main objective for this worksite was to establish an annual budget of carbon and associated biogenic elements to characterise the role of this region as source and the sink of elements. This introductory paper provides an over-view of the research framework and recapitulates the major scientific outcomes.

An estimation of the annual productivity in the Gulf of Lions has been made in the 0-100 m layer using a Let-Go system, with monthly measurements at a fixed station. A value of 140 to 150 g m(-2) a(-1) of C is found, of which around 75 % occurs in the upper 50 m. The seasonal production is described according to three distinct patterns during the two hydrological seasons: (1) variable production in winter; (2) surface bloom in late winter; (3) homogeneous and mean production in summer with a clear Deep Chlorophyll Maximum. The hydrological winter phase represented 60 % of total annual production. Land Retirement Program Design in the Presence of Crop Insurance Subsidies AgEcon

The U.S. federal government implements environmental, biofuels and crop insurance programs that influence land use. They are not well integrated in that cost savings from crop insurance subsidies are not acknowledged when screening land for retirement or when calculating the cost of land retirement programs. We identify and evaluate an optimal benefit index for enrollment in a land retirement program that includes a sub-index to rank land according to insurance subsidy savings. All else equal, land ranked higher in the Lorenz stochastic order should be retired first.

The Price-Elasticity of Stumpage Sales from Federal Forests AgEcon

This paper explores the influence of the behavior of the Forest Service and Bureau of Land Management on effective public policy toward the national forests. It shows that fluctuations in stumpage sales from such forests have been large. Furthermore, those fluctuations could well have a significant impact on the price elasticity of harvest even with large stocks of uncut volume under contract. System analysis of harvest and sale patterns in nine regions during the period 1951-1992 shows that stumpage sales displayed little correlation with prices during the period; the positive price elasticity of harvest seems to have been induced largely by the behavior of logging firms. I analyze the problem faced by an asymmetrically informed supranational governmental authority (SNGA) with limited financial resources who wishes to design an International Environmental Agreement (IEA). The SNGA cannot contract directly with polluting firms in the various LDCs, but he must deal with such firms through their governments. I study this tripartite hierarchical interaction and focus on the properties of the optimal ex post contracts (IEAs), which can be implemented by the SNGA, in turn, in the case where governments and firms in each nation do not collude and then in the case where governments and firms do collude. Environmental tax reform: experiences in Europe and possibilities in Hungary AgEcon

Due to aggravating environmental problems and the continued high rate of unemployment, the introduction of environmental tax reform has become a pressing issue. Adjustments in existing taxes are expected to have a positive impact on the environment and on employment figures. Several European countries have put the concept into practice. Hungary needs to step up as well and take part in the prevention of global environmental problems and slow down the depletion of natural resources.
