Methodische Ansätze zur Quantifizierung der Arbeitsplatzeffekte von Maßnahmen zur ländlichen Entwicklung AgEcon

Zusammenfassung: In der vorliegenden Arbeit werden mögliche methodische Ansätze zur Beurteilung von Arbeitsplatzeffekten von Fördermaßnahmen für den ländlichen Raum und insbesondere der Integrierten Ländlichen Entwicklung (ILE) vorgestellt und diskutiert. Aufgenommen wurden auch Methoden, deren Eignung für diese spezifischen Bewertungen verneint wird. Aus diesem Grund ist die vorliegende Arbeit nicht nur mit Blick auf die Bewertung der ILE zu lesen, sondern kann auch über mögliche Herangehensweisen an die Bewertung anderer Maßnahmen zur Entwicklung des ländlichen Raumes informieren. Agricultural policy analysis in Finland with the AGMEMOD model: Lessons to be learnt? AgEcon

The objective of this paper is to assess empirically the impacts of further reform of the Common Agricultural Policy (CAP) on the agri-food sector in Finland. To meet the objective, an econometric model for Finnish agriculture - built as a part of the AGMEMOD project - was utilised. The projection and policy simulations presented in the paper demonstrate that the model provides the basis for relatively straightforward baseline projection, and an initial framework for agricultural policy analysis. Yet, there remains substantial scope for further work on the model. In particular, the effects of big policy shocks are clearly not adequately captured by the model. Natural Disasters and Agriculture: Individual Risk Preferences towards Flooding AgEcon

This study contributes to the understanding of behavioural responses to climate change induced extreme weather events. It suggest a microeconometric method for measuring flooding related risk preferences of affected individuals. The method is outlined using the empirical case of agricultural production in floodplains of the UK over 28 years. A quasi-experimental approach to measure differences in the risk attitudes of farmers located in high flooding risk areas versus farmers located in low flooding risk areas is followed. An ex-ante analysis of distributional effects of the CAP on western German farm incomes AgEcon

This study is concerned with measuring impacts of the Common Agricultural Policy (CAP) on farm income distribution of western Germany. Not only the sheer contribution of market price support and direct payments as a proportion of income is taken into account, but also the impact of support on production incentives. For this purpose, we apply a modelling system consisting of a partial equilibrium model and a programming model. Based on a comparison of Gini coefficients and a decomposition of overall inequality effects we conclude that liberalization of the agricultural sector leads to a more unequal distribution of family farm income in relative terms, whereas a liberalized market provides a more equal situation in absolute terms.

DYNAMIC CONTROL AS MEASURE TO STABILIZE AGRICULTUTAL MARKETS: On Theory and Options to Correct Cyclical Movements AgEcon

This paper deals with a control theory approach to stabilize cyclical price movements. Firstly, we pursue a welfare economist’s approach, delineating a public objective function derived from consumer and producer surplus as well as trade budget at world market price. Trade is a con¬trol variable and the market price is a state variable. Moreover we assume adaptive formation of price expectation at the producer side. Secondly the control problem is outline and solved by discrete control theory. Thirdly, the paper makes suggestions how to translate the optimal control framework and results into a trade policy of the envisaged country. Finally, limitations are discussed and an outlook for broadening the concept for international concerns is offered.

The “Rural-Sensitive Evaluation Model” for evaluation of local governments’ sensitivity to rural issues in Serbia AgEcon

In the search for an adequate set of indicators to measure the level of pro-rural aspirations of Local Governments (LG), the main existing approaches to endogenous development have been examined. However, the conclusion must be that none of them seem to fit the needs completely. For this reason, a new index, the Municipal Rural-Sensitive Index (MRSI), has been developed, representing the base for the Rural Sensitive Evaluation Model (RSEM). The MRSI integrates the key features of the LEADER (Liaison Entre Actions de Développement Rural) philosophy, consisting of 41 rural-sensitive indicators, grouped into 3 categories and 7 sub-categories.
