The Latin American countries have a disproportionate importance in global biodiversity conservation. Six of the 14 megadiversity countries that house 60–70% of the species in the world are located on this region. Unfortunately, the number of environmental professionals in Latin America is extremely small. Furthermore, most of them have no postgraduate degrees and are unacquainted with general research methodology and recently developed concepts and tools. We elaborate the necessary conceptual and strategic elements for developing an effective adaptive monitoring network to support Integrated Coastal Management (ICM) in a multiuser nature reserve in the Dutch Wadden Sea Region. We provide a synthesis of what regional scientific research networks in less developed regions of the world can do and why they might be relevant for societal decisions and practice. The AMMA (African Monsoon Multidiscplinary Analysis) field programme aimed at documenting the West African Monsoon (WAM) climate system, in all its geophysical components. It also includes an important socio-economic component. Encompassing a wide range of spatial and time scales, AMMA is one of the most ambitious such programmes ever set up. While the key accomplishments of AMMA are summarised in this paper, a few lessons of broad interest are also drawn both as a tribute to the extraordinary efforts made by a community of several hundreds of people and as possible guidelines for ensuring a long lasting future to integrated climate and environmental studies in West Africa.

This is the third and final in a series of three training workshops within the framework of the Ocean Data and Information Network for Eastern Africa (ODINEA), an oceanographic data management capacity building project implemented in the IOCINCWIO region, jointly sponsored by the Government of Flanders and IOC. In this final workshop, the participating countries (Kenya, Madagascar, Mauritius, Mozambique, Seychelles, South Africa and Tanzania) reviewed the successes and failures of the 3-year project and formulated concrete recommendations that can be taken into consideration within the ODINAFRICA-II project.

Measuring the Impacts of Improving Research Capacity: The Case of Training in Wheat Disease Resistance AgEcon

It is notoriously difficult to assess the economic value of research aimed at improving research capacity, particularly in enhancing human capital. In this paper, a framework is developed and an analysis is undertaken of the value of training for scientists in wheat rust resistance in India. The value of the training is assessed through marginal analysis of the improvement in the level of disease resistence flowing from the increased capacity. On that basis, the value of programs to build human capacity through training or further education can be estimated. While such estimates need to be highly qualified, they provide a basis for quantifying the value of R&D capacity building.

Capacity building is widely recognised as an important component of most research-for-development activities. However despite the fact that around $15 billion is spent annually on capacity building activities, there has been limited assessment of the economic returns to that investment. A tanulmányban kérdőíves felmérésünk eredményeire támaszkodva bemutatjuk a 2007-ben megalakult LEADER HACS-ok fontosabb működési jellemzőit. Országos felmérésünkből kiderül, hogy nincsen hagyománya, gyakorlata a fejlesztésekben való együttműködésnek, holott a helyi program végrehajtása nagymértékben múlik a helyi társadalom felkészültségén, az emberek és szervezetek együttműködésén.
