Rebates from infant formula manufacturers to State agencies that administer the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) support over one-quarter of all WIC participants. However, concerns have been raised that WIC and its infant formula rebate program may significantly affect the infant formula prices faced by non-WIC consumers. This report presents findings from the most comprehensive national study of infant formula prices at the retail level. For a given set of wholesale prices, WIC and its infant formula rebate program resulted in modest increases in the supermarket price of infant formula, especially in States with a high percentage of WIC formula-fed infants. The National School Lunch Program: Background, Trends, and Issues AgEcon

The National School Lunch Program (NSLP) is the Nation’s second largest food and nutrition assistance program. In 2006, it operated in over 101,000 public and nonprofit private schools and provided over 28 million low-cost or free lunches to children on a typical school day at a Federal cost of $8 billion for the year. This report provides background information on the NSLP, including historical trends and participant characteristics. It also addresses steps being taken to meet challenges facing administrators of the program, including tradeoffs between nutritional quality of foods served, costs, and participation, as well as between program access and program integrity.

FOOD AID AND CHILD NUTRITION IN RURAL ETHIOPIA AgEcon

This paper uses a unique panel data set from Ethiopia to examine the determinants of participation in and receipts of food aid through free distribution (FD) and food-for-work (FFW). Results show that aggregate rainfall and livestock shocks increase household participation in both FD and FFW. FFW also seems well-targeted to asset-poor households. The probability of receiving FD does not appear to be targeted based on household wealth, but FD receipts are lower for wealthier households. The effects of FD and FFW on child nutritional status differ depending on the modality of food aid and the gender of the child. Both FFW and FD have a positive direct impact on weight-for-height. HEALTHY SCHOOL MEALS AND EDUCATIONAL OUTCOMES AgEcon

This paper provides field evidence on the effects of diet on educational outcomes, exploiting a campaign lead in the UK in 2004, which introduced drastic changes in the meals, offered in the schools of one Borough – Greenwich - shifting from low-budget processed meals towards healthier options. We evaluate the effect of the campaign on educational outcomes in primary schools using a difference in differences approach; comparing educational outcomes in primary schools (key stage 2 outcomes more specifically) before and after the reform, using the neighbouring Local Education Authorities as a control group. CHILDREN'S CONSUMPTION OF WIC-APPROVED FOODS AgEcon

The WIC program offers supplemental foods to low-income women, infants, and children. This study compared consumption patterns of WIC children with those of three different comparison groups: eligible nonparticipating children living in non-WIC households, eligible nonparticipating children living in WIC households, and children living in households whose income is too high to be eligible for WIC. The study provides strong evidence that participation in the WIC program increases consumption of at least some types of WIC-approved foods. This report develops an economic model that provides the theoretical framework for the econometric analyses presented in the report's companion volume, WIC and the Retail Price of Infant Formula (FANRR-39). The model examines supermarket retail prices for infant formula in a local market area, and identifies the theoretical effects of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and its infant formula rebate program. Linkages Between Agricultural Growth and Improved Child Nutrition in Mali AgEcon

This paper presents the results of the first phase of a project aimed at analyzing the links between agricultural growth in Mali and child nutritional status. The objective of this project is to strengthen these links through applied research and extension. The first phase of the project was designed to generate hypotheses concerning the relationship and review existing data to test these hypotheses, generate new hypotheses and draw policy implications. The second phase of this project will carry out in-depth research to address the critical questions left unanswered in phase I and initiate actions designed to improve these links.
