OPTIONS OF FINANCING THE CAP – CONSEQUENCES FOR THE DISTRIBUTION OF FARM PAYMENTS 31
Sinabell, Franz; Schmid, Erwin; Pitlik, Hans.
The introduction of decoupled direct payments in the EU was a substantial change of the Common Agricultural Policy (CAP) in 2003. After decoupling direct payments from production, it has become evident, that distributional objectives are the major justification of farm payments. There are three facets: the distribution of payments among farmers within member states, the distribution of payments among member states, and the distribution of household incomes within member states. All of them will be affected if the volume and allocation of funds for the CAP will be changed in the new financial framework of the EU. The paper addresses the first distributional aspects. We provide an overview of the development of past and present research and findings on the...

Avaliação da competitividade da agricultura do Alentejo no âmbito do ecossistema Montado 31
Fragoso, Rui Manuel de Sousa; Lucas, Raquel.
This paper makes a socio-economic evaluation of the “Montado” ecosystem in Alentejo. It is study the viability of the agricultural systems and the effects of agricultural policy in their competitiveness and sustainability. It is used a Policy Analysis Matrix to evaluate the agricultural systems competitiveness and their economic efficiency. The agricultural systems are classified concerning their contribution for the economic growth, in function of income levels and policy effects.

Future and Past Effects of the Common Agricultural Policy in Czech Republic 31
Sahrbacher, Christoph; Jelinek, Ladislav; Kellermann, Konrad; Medonos, Tomas.
The paper discusses the impact of the implementation of the EU Common Agricultural Policy on Czech agriculture with a special emphasis given to the effects resulting from the application of current direct payments system. Two approaches were applied: in an ex post analysis we address how accession have so far influenced structural changes income situation and production structure. Secondly, in an ex-ante analysis we apply the agent-based model AgriPoliS to simulate the impacts of decoupling top-ups on structural change and farm income. In the ex post analysis it has been observed that production decisions are strongly influenced by top-ups. Furthermore, the model shows that accession slows down structural change while decoupling of top-ups in 2009 will not...

Explaining Cost Efficiency of Scottish Farms: A Stochastic Frontier Analysis 31
Revoredo-Giha, Cesar; Milne, Catherine E.; Leat, Philip M.K.; Cho, Woong Je.
In this paper the cost efficiency of Scottish farms is determined, variables that explain the relative cost efficiency by farm type are identified and implications discussed. A cost efficiency approach was selected as it can deal with farms producing multiple outputs (in contrast to production frontiers), and second because it can accommodate output constraints imposed by the Common Agricultural Policy (CAP). To estimate the stochastic cost frontier, a generalised multi-product translog cost function was estimated for five farm types: dairy, cereals and general cropping, cattle and sheep, specialist sheep and mixed farms. Eight farm outputs and four inputs were considered. The data for the estimation were drawn from the Farm Accounts Scheme (FAS) survey...
