In 2013 the European Commission launched its new green infrastructure strategy to make another attempt to stop and possibly reverse the loss of biodiversity until 2020, by connecting habitats in the wider landscape. This means that conservation would go beyond current practices to include landscapes that are dominated by conventional agriculture, where biodiversity conservation plays a minor role at best. The green infrastructure strategy aims at bottom-up rather than top-down implementation, and suggests including local and regional stakeholders. Differentiated Demand and Supply of Wheat under Alternative European Trade Policies AgEcon

This paper proposes a partial equilibrium displacement model that differentiates wheat according to its end-use and country of origin to investigate the impact of alternative European trade policies on wheat supply and demand in France. Transmission, demand and supply elasticities are estimated for each class and origin of wheat. Simulation results show that rebalancing trade protection across wheat classes encourages domestic supply of high quality wheat and displaces imports from North America.

The Effect of EU's Common Agricultural Policy at the Regional Level: Distribution, Development and Revenue Stabilisation AgEcon

The aim of this paper is threefold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Secondly, we employ structural data of the regions to calculate average farm revenue and to show how support and income has developed over time. Thirdly, we analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agrienvironmental program. New contributions to the literature are the use of community data and the inclusion of a second-pillar program. The results show that there is an overall stabilisation effect of the EU’s CAP but this effect is not equal for all regions.

WTO Discipline and the CAP: the Constraints on the EU Sugar Sector AgEcon

The various assessments of the effects of a liberalization of world sugar markets are inconsistent with each other. One cause seems to be the modeling of the EU supply response. We investigate three possible linkages between sugar production under quota and the out-of-quota or "C" sugar supply: i/ the existence of fixed costs covered by the in-quota sugar; ii / the "overshooting" behavior as prevention against poor yields; iii/ the production of C sugar as "reference building" in view of expected reforms. Modeling these effects results in the introduction of an implicit crosssubsidy between in-quota sugar and C sugar. Paper is aimed in assessment of first period of Poland’s membership in EU and covering agriculture and rural areas with the support under the Common Agricultural Policy in the context of future challenges faced by the agricultural policy. Analysis shows that accession to EU became a strong impulse for growth of the Polish food economy, however the main challenge for the Common Agricultural Policy in future, from Poland’s perspective, will be strengthening the multifunctional agriculture, i.e. territorial cohesion and positive effects of agricultural activity on natural environment.

Zusammenfassung: Die Fallstudie „Westharz“ bildet die letzte einer Reihe von fünf Studien, die im Rahmen der Evaluierung der Ausgleichszulage für benachteiligte Gebiete entstanden sind. Ziel der Fallstudien war es, die Wirkung der Ausgleichszulage auf verschiedene Bereiche der Landwirtschaft und des ländlichen Raumes in einem für die Gesamtuntersuchung als „typisch“ charakterisierten benachteiligten Gebiet vertieft zu untersuchen. Die ausgewählte Region „Westharz“ steht dabei stellvertretend für eine Mittelgebirgsregion mit der Besonderheit, dass das Land Niedersachsen von 1996 bis 2009 die Ausgleichszulagenzahlung ausgesetzt hat. With the increasing commodity prices volatility over the last years and the successive agricultural policy reforms, European grain producers face greater uncertainty. To better understand consequences of a price risk increase on production decisions, marketing decisions and farm revenue as well as linkage between production and marketing decisions, we develop a multiperiodic risk farm model. Rural development in the European Union has to face several challenges. Negative effects of old and new challenges (if these challenges are not faced effectively) might enhance and accelerate those processes that are taking place slowly for the present but that are definitely irreversible. On the basis of sector-specific approach problems related to agriculture should be focused on. It has to be, however, highlighted that there is an ongoing paradigm change: there is a shift from the agricultural policy aiming at food self sufficiency and income parity towards a sustainable rural policy with spatial focus.
