Over the second half of the last century, the political and economic changes, which have occurred within the Indian Ocean Region, have drawn international attention to the emerging potential within the region. Indian Ocean Region is quite unique in many ways; it is a tropical ocean, with a multitude of ancient cultures, political structures and both complementary and competing economies. This recently realized potential would offer the Indian Ocean coastal states, international parties and western countries a multiplicity of opportunities to develop close links and bilateral trade relations within and outside the region....
