Many communities in the United States face the decision about whether to protect or restore forests on environmentally sensitive sites. The objective of this research is to identify priority areas for forest landscape restoration in Knox County, Tennessee. A cost-benefit analysis is conducted to determine individuals’ willingness to accept reforestation as a substitute for other potential land uses, given the explicit costs and benefits of reforestation. A sequence of hedonic models is used to estimate differences in values attached to housing prices of multiple potential sites for restoration projects values. Guerriero and Cairns (2009) recently estimate that contaminated sites and improper waste management result in 848 excess deaths per year in the provinces of Naples and Caserta in Southern Italy, 403 of which are fatal cancers. In the absence of estimates of the Value of a Prevented Fatality (VPF) in Italy or specific to the hazardous waste context, they use figures recommended by DG-Environment. Contrary to their claims, estimates of the VPF are available for Italy that are specific to the hazardous waste context, and for causes of death that have been linked to contaminated site exposures. This article presents an integrated assessment of climate change, air pollution, and energy security policy. Basis of our analysis is the MERGE model, designed to study the interaction between the global economy, energy use, and the impacts of climate change. For our purposes we expanded MERGE with expressions that quantify damages incurred to regional economies as a result of air pollution and lack of energy security. One of the main findings of our cost-benefit analysis is that energy security policy alone does not decrease the use of oil: global oil consumption is only delayed by several decades and oil reserves are still practically depleted before the end of the 21st century.
