Le marais salé des pertuis charentais : à la recherche d'un développement durable ArchiMer

Sustainable development of the marine part of the wetlands located on the Atlantic coast of France (Pertuis Charentais) implies the difficult integration of European and national regulations in the regional frame. Spatial and temporal patterns of this area show the strong relationship between human activities (salt, sheIlfish farming, agriculture, fisheries...) and physical evolution of this area. Regulations based on zoning have to be completed by more precise studies including the major role of water uses regulated by human practices.

After a reminder on the program SYSCOLAG (Coastal and Lagoons Systems), of the regulatory and legislative context in territorial economic planning on the coast, we describe the structure of the developed methodological tool. We clarify then the method according to its three main trunk roads: effects of the activities and uses on the economy of the territory, the effects of the activities and uses on the natural environment and the living environment, the evaluation of the interactions between activities and uses. The increasing impact of fisheries practices on marine ecosystems and ecosystem services requires the mobilization of legal and societal instruments to correct the perverse effects they produce. Can public authority, through the law, freely interfere in the regulation of these practices to enable them to produce a virtuous effect on biodiversity, ecosystems and ecosystem services? Product quality is an element of sustainable development for fisheries because it guarantees the safety and quality of landings, as well as optimal uptake. Where FADs fishing is concerned, open boats used for the capture of large pelagic fish are not big enough to be equipped with sufficient (regulatory) catch preservation equipment. In collaboration with boats at sea, this study has made it possible to monitor landings and fish flesh analysis and to review fishing practices and their subsequent impact on the quality of FADs fishing products. Numerous research and development projects have been launched since the seventies in the French overseas territories. Their aim was to foster new activities in agriculture based on local productions for local markets, notably in the French West Indies (FWI). Contrary to the situation in Europe, Réunion Island is the only French department whose fishing has increased considerably for five years, as far as artisanal fishing linked to DCPs (Fish Concentration Plans), but also semi-industrial longline fishing and industrial fishing in southern oceans are concerned. Two capital events contribute to the quick development of tuna fishing and provide Reunion Island with access to its pelagic resources. The setting up in 1988 of the first DCPs by the French Research institute for the exploitation of the sea (Ifremer) resulted in a real upheaval of artisanal fishery and relaunched a sector which had been slowing down since 1980. Le but de cette étude est de proposer des axes de recherche en vue de renforcer, dans une perspective de développement durable, la transformation locale et la commercialisation d’un produit traditionnel vietnamien typique : le vermicelle de tolomane. Dans la province de Hung Yen, la transformation de vermicelle de tolomane est une activité artisanale et participe au folklore local des villages. Cette province compte plus d’un million d’habitants sur une superficie de quelque 923000 ha dont 60% de superficie agricole. Chaque travailleur agricole y dispose en moyenne de 0,1ha mais, avec l’urbanisation, le développement d’importantes infrastructures routières et de zones industrielles, la surface agricole disponible est en constante diminution.
