The Global Ocean Surface Underway Data (GOSUD) Project is an Intergovernmental Oceanographic Commission (IOC) programme designed as an end to end system for data collected by ships as they traverse their ocean tracks. The goal of the GOSUD Project is to develop and implement the data system for ocean surface data, to acquire and manage these data and to provide a mechanism to integrate these data with other types of data collected in the world oceans. For the purposes of this Project, the data concerned are those collected as a platform is underway from the ocean surface down to about 15m depth. Continued degradation of the Baltic Sea ecosystem has affected water quality, modified biodiversity, and impact regional fisheries. The Baltic Sea is now an ecosystem under extreme stress. In response to this situation, the countries in the drainage basin initiated a Joint Comprehensive Environmental Action Program for the Baltic Sea (JCP). The JPC, as adopted in 1992, strengthened and updated in 1998, constitutes a "Strategic Action Plan" for the Baltic Sea region. This paper establishes the existing relation between the field of the sea surface temperature and his anomalies with accumulated monthly of rainfall in each of the localities (total 7) of the coast of the Ecuador. For the effect there is in use information of the sea superficial temperature from the National Centers for Environmental Prediction (NCEP Climate Modeling Branch), and accumulated monthly of rain of the database of the Inocar during the period from 1981 to 2006, corresponding to the stations of the San Lorenzo, Esmeraldas, Manta, La Libertad, Guayaqui,.
