This report presents, in two parts, the results of a study carried out on the coast of Martinique, during 1993. The first part presents the evolution of perceptions and uses of coastal areas, linked to the socio-economic transformations of the island. Completing this presentation, based on the analysis of management plans from different periods, an overview of the recent state of occupation of coastal areas in Martinique is also given. The second part presents four case studies of conflictual situations concerning access to coastal areas, on l and and at sea, considering differents types of activities and decision-making processes. The objective of this work is to analyze the Arte Rio Cooperative’s decision making process to assess how far it comprehends its members’ cooperative production system, i.e. if there is a logic governing the process that is different from utilitarian economics. It was inferred that the logic involved in the decision making process is contrary to market economy rationality. The cooperative’s decision making process has found mechanisms to adapt to the dictates of the market economy, mechanisms which modify popular culture and knowledge and the cooperative lifestyle of its members. Problem Detection and Definition - The Case of Farmers' Choice of Organic Milk Production AgEcon

Little is known about problem detection and definition, despite that it starts the decision making process. Problem detection means becoming aware of a problem, i.e. of a difference between a desired and perceived situation. Problem definition is the process of specifying the problem, identifying decision options and choosing options to develop further through planning and analysis. The aim is to explain problem detection and definition using the case of farmers' choice of converting to organic milk production.
