The Best Way to Reduce Discards Is by Not Catching Them! ArchiMer

Under the Landing Obligation (LO) fishers will need to reduce or land fish that were previously discarded. In this chapter we look at how they might be able to do that by summarising a number of studies conducted in various European regions. We start by describing a series of “challenge” trials where fishers tried to reduce their discards by whatever (legal) means they thought best. In some cases, they were able to reduce unwanted catches, in others they were less successful. We also interviewed fishers not involved in the trials to ask them what they thought they could do. Faced with increasing risks, risk management has gradually evolved by integrating new approaches, such as the concept of resilience. An innovative and relevant concept in the systemic approach to risks, resilience is nevertheless struggling to become operational. This term, which has become abstract, is not very appropriate for local actors and often remains at the level of political discourse. The challenge of current research in risk management is therefore to work on the operationalization of the concept by proposing decision support tools. This article presents different methodologies to overcome the abstraction of the concept. This paper reviews perceived notions of the relationships between catchment land use and hydrology and explores whether much of the widely disseminated folklore, so often inextricably linked with issues of land use, is based on myth or reality. Gaps in our knowledge of the underlying processes in relation to land use and hydrology are identified. Our ability to apply this knowledge at different scales ranging from the plot to the catchment and regional scales are discussed and specific examples are drawn from Indian and African case studies.
