THE 2002 FARM ACT: PROVISIONS AND IMPLICATIONS FOR COMMODITY MARKETS AgEcon

The Farm Security and Rural Investment Act of 2002 (2002 Farm Act), which governs agricultural programs through 2007, was signed into law in May 2002. This report presents an initial evaluation of the new legislation's effects on agricultural commodity markets, based on sectorwide model simulations under alternative policy assumptions. The analysis shows that loan rate changes under the marketing assistance loan program of the 2002 Farm Act initially result in an increase in total planted acreage of eight major program crops. This increase in plantings, however, is relatively small (less than 1 percent), partly due to the inelasticity of acreage response in the sector. Single Farm Payment in the European Union and its Implications on New Zealand Dairy and Beef Trade AgEcon

The 2003 reform of the European Union's Common Agricultural Policy (CAP) replaced the coupled direct support schemes by a Single Farm Payment (SFP), which will be mainly delivered to farmers irrespective of what they produce (hence 'decoupled' from production). The level of decoupling differs among the Member States. This paper assesses the implementation of the SFP across Member States and how far it has been decoupled. The expected changes in the European Union's and New Zealand's trade in dairy products and beef resulting from the 2003 reform of the CAP are simulated, using a partial equilibrium trade model (Lincoln Trade and Environment Model; LTEM).

Farming on the Edge in Poland. Options for Improving Farm Incomes for the Main Types of Farms after Joining the EU AgEcon

The aim of the paper is to examine the financial impacts of introducing the Common Agricultural Policy into the Polish farming sector after the accession to the EU. Aggregated results from farm level modelling using linear programming for 210 farm types representing the variety of Polish farms, and 90% of the agricultural sector are presented. The benefits of the negotiated subsidy arrangements are unequally distributed and only a partial solution to low farm family incomes.

Transition to Decoupled Rice Support and Its Production Effects in Korea AgEcon

Abolishing a nearly 50-year-old policy for rice price support, Korea adopted a new direct payment program in 2005. Making the transition to decoupled income support has been governed by the need for operative and effective income safety nets and the WTO disciplines on domestic support. The program aims to deal with over-supply of rice while guarding against the threat of income insecurity. Integrated into a target price mechanism, the fixed and variable payments compensate part of farm income loss arising from adverse market conditions. Decoupling of direct payments can be expected to have complex effects and the net effect on crop and fodder acreage is unclear. A literature review reveals that various simulation models uniformly project a decline of the cereal and silage maize acreage as well as ruminant production in the EU-15 in the course of decoupling of direct payments. In contrast, model results are mixed with respect to the direction of the decoupling effect on oilseed and pasture as well as voluntary set aside area. The model type is not found to have a systematic effect on model results. Within the context of CAP reform slated to begin in 2013, several Member States have already proposed a significant cutback in direct payments. This paper contends that such measures would have broad and harsh consequences not only for Hungarian agriculture, but also for the nation’s rural employment and natural environment, ultimately leading to an increase in regional tensions.

Valuing the Option to Switch to Organic Farming: An Application to U.S. Corn and Soybeans AgEcon

Based on option value theory, we develop a theoretical model to assess the dollar compensation required for the conversion to organic farming. Our empirical model is a switching regression model with two regimes and we use county level data on organic and conventional corn and soybean production in the U.S. for the application. Assuming an interest rate of 10 percent, a conventional corn-soybean grower would need to receive a one-time payment of $315 per acre to compensate for the conversion cost and an additional $1,088 per acre to cover the long run higher production and market risks. The system of direct payments in the European Union’s Common Agricultural Policy (CAP) is being criticised with respect to the level, unequal distribution and allocation effects on production. Besides the decoupling of direct payments a modulation and a partial transmission to the second pillar of CAP are proposed. Modulation on a voluntary basis was already introduced in Agenda 2000. In its Mid-term Review of the Agenda the Commission proposes an obligatory dynamic modulation scheme including the capping of direct payments beyond a threshold of 300 000 €. How Coupled are Decoupled Farm Payments? A Review of Coupling Mechanisms and the Evidence AgEcon

This survey paper explores the literature on decoupling of farm programs that has emerged in the last 10 years. The paper identifies and assesses the various channels of potential coupling of decoupled farm payments and provides taxonomy of coupling mechanisms found in theoretical and empirical papers. Coupling of decoupled payments is pervasive but effects when measurable are small, with the exception of the impact on land values. The paper points to unresolved issues on potential coupling mechanisms for further research.

Direct payments are a controversial issue in the accession negotiations. While the EU proposes reduced payments the accession countries claim that they should be equally treated as the present EU members. The present study, based on micro-simulations on the farm level, shows impacts of various policy options (ranging from non-accession to the granting of full direct payments) on the production structure and profitability of Hungarian agricultural enterprises. The effect of agricultural policy change on income risk in Swiss agriculture AgEcon

The study examines the effect of agricultural policy reforms on income variability of Swiss farmers. The observed heterogeneity in income risks across farms and time is explained with farm and regional characteristics. FADN data are used to construct coefficients of variation of total household income and gross revenues at farm-level over the period 1992-2009. Applying linear mixed effect models the effects of off-farm income, direct payments, farm size, specialisation and liquidity on gross revenue and household income variability in three different production regions are measured. America's Diverse Family Farms 2007 Edition AgEcon

American farms encompass a wide range of sizes, ownership structures, and business types, but most farms are still family farms. Family farms account for 98 percent of farms and 85 percent of production. Although most farms are small and own most of the farmland, production has shifted to very large farms. Farms with sales of $1 million or more make up less than 2 percent of all farms, but they account for 48 percent of farm product sales. Most of these million-dollar farms are family farms. Because small-farm households rely on off-farm work for most of their income, general economic policies, such as tax or economic development policy, can be as important to them as traditional farm policy.

This paper analyses theoretically the consequences of decoupling and argues for a wider discussion among agricultural economists and the public. Quantitative work on forecasting the consequences seems to be problematic in general. Following their introduction in 1992, direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States.

'Effective prices' as a device to analyze the impact of the Agenda 2000 and Mid-Term Review policy reforms on dairy and beef: measurement and simulation results for Germany AgEcon

The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums. Polish Agriculture under Different Policy Scenarios: Impacts on Production and Farm Income AgEcon

The aim of the paper is to examine impacts of different rates of direct payments on production structures and farm incomes of Polish family farms after the accession to the EU. Analyses have been made for 2004, the assumed year of accession, with the use of a linear programming farm optimisation model. 15 farm types, further differentiated by soil quality, have been selected for the study. Volatility of farm income represents a major challenge for farm management and the design of public policies. This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. We use an original dataset of 9,555 farms for the period 2003-2007 drawn up from the Farm Accountancy Data Network (FADN) and three different econometric models to explain the volatility of crop income.
