Assessing potential efficiency gains in irrigated water use in New Zealand. AgEcon

This paper reports a research project carried out on behalf of the Ministry of Agriculture and Forestry New Zealand designed to scope the issue of water efficiency in New Zealand and demonstrate where the most significant gains in efficiency can occur. The paper describes the efficiency framework developed based on the key areas of allocative, technical and dynamic efficiency. The areas of significant gains based on the theoretical analysis are tested against three community irrigation schemes. Although the case study findings support the theoretical conclusions there is a significant range of potential areas of improvement according to the nature of each case study.

The analysis of irreversibility, uncertainty and dynamic technical inefficiency on the investment decision in Spanish olive sector AgEcon

The purpose of this paper is the evaluation of the investment decision under uncertainty and irreversibility allowing for long run inefficiency. The analysis has been applied to a 158 Spanish olive farms using FADN data set. A real option approach has been used to analyse the decision to invest under uncertainty and irreversibility, and a dynamic stochastic frontier model has been developed to estimate the long run technical efficiency and it persistence. The results show that the technical inefficiency persistence parameter is fairly low to unity, which means that small technical inefficiency is transmitted to the next time period. At the beginning of December 2003 the ninth conference of the parties (COP) of the UN framework convention on climate change (Rio declaration 1992) will take place. This meeting is crucial as it depends only on Russia's ratification to get the Kyoto protocol started soon. This paper reflects the current state of the protocol and highlights the particular features of COP 9, e.g. the double ratification hurdle, which - as a technical speciality of the protocol - was suitable to strengthen Russia's position in these negotiations up to now.
