Awareness of and Application to the Environmental Quality Incentives Program By Cow–Calf Producers AgEcon

This study uses a bivariate probit model with partial observability to examine Louisiana beef producers’ awareness of the Environmental Quality Incentives Program (EQIP) and how awareness translates to application to the program. Results indicate that awareness of and application to the EQIP depend on portion of income derived from off-farm sources, extent of previous best management practice adoption at one’s own expense, household income, farmed land that is highly erodible, contact with Natural Resource Conservation Service and extension service personnel, and producer age.

Agricultural practices continue to degrade water quality and ecosystems worldwide. In the United States, programs like the Department of Agriculture’s (USDA) Environmental Quality Incentive Program (EQIP) target the voluntary adoption of agricultural best management practices (BMPs). Demand for these programs has historically exceeded available funding, so allocating funding to achieve the greatest environmental outcome is essential. A Joint Framework for Analysis of Agri-Environmental Payment Programs AgEcon

This paper presents an approach for simultaneously estimating farmers' decisions to accept incentive payments in return for adopting a bundle of environmentally benign management practices. Using the results of a multinomial probit analysis of surveys of over 1,000 farmers facing ten adoption decisions in an EQIP-type program, we show how the farmers' perceptions of the desirability of various bundles changes with the offer amounts and with which practices are offered in the program.

Who Participates in EQIP? AgEcon

The Environmental Quality Incentive Program is designed to improve environmental stewardship of crop and livestock production. Funds requested through the program greatly exceed the supply. Recent changes make the program more attractive for larger farmers. A survey of farmers in Missouri and Iowa found that larger farmers (in terms of farm sales) and those without a personal concern for water quality in their county are significantly more likely to be aware of EQIP. Those who plan to expand in the next five years, and those who use and trust public information sources, are more likely to be aware of the program and also to participate in EQIP. Age and education variables were not significant.

The Environmental Quality Incentives Program (EQIP) for the Lesser Prairie Chicken provides monetary compensation to agricultural producers for species habitat development. The advantages and disadvantages of program enrollment, as well as the overall economic impact are evaluated for a typical ranch operation in the Northern Texas Panhandle from 2009-2013.

The Role of Cost-Share Rates and Prices on the Size of Conservation Investments in EQIP AgEcon

Per-unit costs for conservation investments in the Environmental Quality Incentives Program (EQIP) are determined by market prices for conservation practices and payment cost-share rates. This study examines the relative importance of these factors in determining the size of the most common conservation investment in EQIP. Results suggest that per unit costs have a significant but inelastic impact on the size of conservation investment; as expected, higher per-unit costs are associated with smaller investments. This effect is largely due to variation in market prices of conservation practices for the majority of farmers. However, cost-share rates may play a role for some limited resource farmers.

Measuring the Impact of the Environmental Quality Incentives Program (EQIP) on Irrigation Efficiency and Water Conservation AgEcon

Since the passage of the 1996 Farm Act, the Environmental Quality Incentives Program (EQIP) has provided over $10 billion in technology adoption subsidies. One of the national conservation priorities in EQIP is water conservation, but it is not known how participation in EQIP by irrigators affects water application rates and decisions to expand or reduce a farm’s irrigated acreage. Using a farm-level panel data set drawn from three national samples of irrigators taken in 1998, 2003, and 2008, this study provides the first national scale econometric estimates of the changes in water application rates and irrigated acreage that result when a farm receives EQIP payments. Knowledge, Application and Adoption of Best Management Practices by Cattle Farmers under the Environmental Quality Incentives Program - A Sequential Analysis AgEcon

This study examines Louisiana farmers' awareness of EQIP and their subsequent adoption of best management practices (BMPs) using a sequential logit model. Results indicate that farmers likely to be aware of EQIP and eventually adopt BMPs under the program were mainly those who had been in contact with NRCS officials.
