| The United Nations General Assembly declared 2012 the “International Year of Sustainable Energy for All”, officially recognising the urgent need to put energy at the centre of the global development agenda. In parallel, a strong international policy effort is being made to achieve the goal of universal energy access to modern energy services by 2030. To support these efforts, a dramatic scaling-up of financing to the energy sector will be required through official development aid, other official flows, climate financing and various private flows. | This paper focuses on the role of electricity markets and renewable energy regulation in wind development across the United States. My findings, using a random effects Tobit model with a 25-state sample, from 1994-2008, indicate that the implementation of state Renewables Portfolio Standards (RPS), Green Power Purchase programs (GPP), and the Federal Production Tax Credit (PTC) positively influenced a state’s added wind capacity. The influence of GPP programs continued to increase in the years after implementation, while for RPS it diminished. Also, other programs such as State Loan and Grant programs directed at increasing renewable energy development have not had a significant impact on wind capacity. | In addition to the already present Climate and Energy package, the European Union (EU) plans to include a binding target to reduce energy consumption. We analyze the rationales the EU invokes to justify such an overlapping and develop a minimal common framework to study interactions arising from the combination of instruments reducing emissions, promoting renewable energy (RE) production and reducing energy demand through energy efficiency (EE) investments. We find that although all instruments tend to reduce emissions and a price on carbon tends to give the right incentives for RE and EE too, the combination of more than one instrument leads to significant antagonisms regarding major objectives of the policy package.
