The Role of Systems Modeling for Sustainable Development Policy Analysis: the Case of Bio-Ethanol Ecology and Society

A dynamic systems modeling technique has been developed to assess technologies according to the criterion of sustainability. In a case study, the potential contribution of bio-ethanol toward achieving Canada’s commitment to the Kyoto targets for greenhouse gas reductions is analyzed. The analysis concludes that, although bio-ethanol may help reduce greenhouse gas emissions, the technology by itself is insufficient to meet the Kyoto target. Applying the systems modeling approach to analyze sustainability helps highlight those policy issues that warrant more in-depth study. Greenhouse Gas Mitigation through Energy Crops in the United States with Implications for Asian-Pacific Countries AgEcon

Agriculture-based biofuels have the potential to replace fossil fuels, thereby offsetting greenhouse gas emissions. We estimate emission abatement supply curves from energy crops switchgrass, hybrid poplar, and willow under a wide range of sectorwide greenhouse gas emission reduction incentives in U.S. agriculture. The Agricultural Sector Model employed captures market interactions of biofuel production with traditional agricultural production and with alternative emission mitigation strategies. U.S. results suggest an increasing importance of biomass-based electricity for carbon mitigation incentives above an economic threshold of $50 per ton. Zusammenfassung: Der vorliegende Arbeitsbericht entstand im Rahmen eines Forschungsvorhabens im Auftrag des Umweltbundesamtes und beleuchtet mit dem Thema „Gewässerschutz und Energiepflanzen“ einen Aspekt, der bisher nicht im Fokus der Diskussionen um den Energiepflanzenanbau stand. In dieser Studie wurden relevante Verwertungsketten für die energetische Nutzung von landwirtschaftlicher Biomasse in Deutschland anhand potenzieller Auswirkungen auf die Gewässer bewertet. Mögliche negative Wirkungen auf die Gewässer sind häufig auch aus Klimaschutzgründen relevant. Vorgestellt werden zudem Möglichkeiten des gewässerschonenden Anbaus. Questions of Costs About the French Bio-Fuel Sector by Year 2010 AgEcon

By the end of year 2010, each member state of the European Union (the EU) ought to incorporate 5.75% of bio-fuels in the total of fuels used for transportation purposes. In order to achieve such a target, tax incentives are implemented by the French government given that the production of bio-fuels still remains unprofitable, even if oil prices are about $60/barel. After a brief introduction (1), we will first demonstrate the importance borne by the cost of agricultural raw material in the total cost of biofuels (2). Effects of Increased Biofuel Blending on Demand for Biomass, Food Production and Commodity Prices in Eastern Germany AgEcon

Renewable resources are gaining importance in modern society due to their expected positive effects on agriculture, the environment and the economy. To support renewable energy from biomass the EU promotes the cultivation of energy crops. A spatial equilibrium model is applied based on the concept of maximizing net welfare, to provide information whether energy crop production competes with food production for land area and to show the effects of increased biofuel demand on food prices. The Model of Interregional Trade of Energy Crops (ITEC) refers to Eastern Germany and adjacent areas of Poland. Energy Crop Supply in France: A Min-Max Regret Approach AgEcon

This paper attempts to estimate energy crop supply using an LP model comprising hundreds of representative farms of the arable cropping sector in France. In order to enhance the predictive ability of such a model and to provide an analytical tool useful to policy makers, interval linear programming (ILP) is used to formalise bounded rationality conditions. In the presence of uncertainty related to yields and prices it is assumed that the farmer minimises the distance from optimality once uncertainty resolves introducing an alternative criterion to the classic profit maximisation rationale.
