The Next WTO Round on Agriculture and EU Enlargement: Pressures on the EU Dairy Sector AgEcon
Huan-Niemi, Ellen; Niemi, Jyrki S..
The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products. The upcoming reform in the dairy sector under Agenda 2000 starting from year 2005 may help in reforming the dairy sector for the new round. In contrast, a steeper reduction in the export subsidy commitments compared to the Uruguay Round may cause...

In the course of...

Reform and Adjustment in the European Union: The 2003 Reform of the Common Agricultural Policy and Enlargement AgEcon
Bascou, Pierre; Londero, Pierluigi; Munch, Wolfgang.
This paper aims at presenting the main findings of an impact analysis of the reform of the Common Agricultural Policy on the agricultural markets and income of the current and the enlarged European Union over the 2004-2010 period, with specific investigation of the impact of the single farm payment. This policy changes towards significantly less-trade distorting instruments should reduce the risk of structural surpluses. The market projections indicate that adjustment of production would take part in key areas of agricultural production in Europe (cereal, beef and dairy production) while keeping agricultural income little affected.

Samoggia, Antonella; Maccani, Paola; Michetti, Matteo; Can, Erguder; Topcu, Ceren; Tansug, Zeynep Solak.
The objective of this paper is to analyse the role that European countries’ institutional relations and economic policies have in improving the competitiveness, sustainable development and structural adjustments of farms and agro-food economy in Turkey by supporting sustainable and long-lasting foreign agricultural commercial relations. In particular, the paper analyses the case study of Turkey and Emilia-Romagna region agro-food economic trade and the institutional relations developed within a political and institutional framework of actions over the last decade showing how these initiatives have contributed to enhance the role of Turkey as an increasingly important trade partner country. The Impact of The European Enlargement and CAP Reforms on Agricultural Markets. Much Ado about Nothing? AgEcon
Fabiosa, Jacinto F.; Beghin, John C.; Dong, Fengxia; Elobeid, Amani E.; Fuller, Frank H.; Matthey, Holger; Tokgoz, Simla; Wailes, Eric J..
We analyze the effects of the 2004 CAP reform and EU enlargement on European and world agricultural markets. We compare the results from a CAP reform only and a CAP reform plus enlargement scenarios to a no-enlargement baseline implementing Agenda 2000 CAP policies. We utilize the Food and Agricultural Policy Research Institute's policy analysis model to simulate the effects of CAP reform and EU enlargement on production, consumption, and trade for the EU, its New Member States (NMS), and major players in world agricultural markets. The model is a partial-equilibrium model of world agricultural markets including important producer and consumer countries in world livestock and products, dairy, grains, oilseeds and products, cotton and sugar markets. Each...

DEVELOPMENT OF THE UTILIZATION OF PASTORAL LAND IN THE EU 25 AFTER 2003 AgEcon
Roeder, Norbert; Hennessy, Thia C.; Stilmant, Didier.
Farming systems based on products of roughage feeders are a vital part of the EU agricultural production. Up to the CAP reform in 2003 the EU promoted these systems via a wide variety of measures. This paper highlights the different impacts European, national and regional support measures have on the utilization of pastoral resources across the EU-25. Based on an expert survey and a literature review the paper summarizes the expected developments of pastoral farming systems across the EU.
