JCOMM/IODE Expert Team on Data Management Practices First Session OceanDocs
The 1st Session of the JCOMM/IODE Expert Team on Data Management Practices (ETDMP) was held in Oostende, Belgium between 15 and 18 September 2003. The ETDMP members discussed the requirements for end-to-end data management (E2EDM); existing and planned data management mechanisms and practices; cooperation with other programmes and expert teams; the strategy for the development of E2EDM; and future cooperation with the Ocean Information Technology (OIT) Pilot Project. The Group agreed on an Action Plan for the intersessional period based on three pilot projects identified by the sessional working groups: metadata management, data assembly, quality control and quality assurance, and the development of an E2EDM Prototype.

The Policy Relevance of Choice Modelling: An Application to the Ningaloo and Proposed Capes Marine Parks AgEcon

One issue surrounding the use of Choice Modelling (CM) in policy is whether public and expert preferences diverge regarding particular environmental attributes. To investigate this issue two case studies use CM to value ecological attributes for the Ningaloo and proposed Capes marine parks in Western Australia. Public and expert populations are sampled, with consideration of information effects. Attention is also given to whether policy relevance can be improved by considering not only desired outcomes of the hypothetical policy options in the CM exercise, but also the management process used to achieve these outcomes. Preliminary results of the public sample identify significant impacts of both information and management process effects.

Risk Ranking: Investigating Expert and Public Differences in Evaluating Food Safety Risks AgEcon

The allocation of resources with respect to food safety issues requires that decision-makers prioritize these issues, which may conflict with the public’s opinions on these matters. These differences between the experts’ perception of risk and that of the public were examined. A modified Carnegie Mellon risk ranking model was used to rank six food safety issues. The six food safety issues used in the discussions were: Bovine Spongiform Encephalopathy (BSE), Escherichia coli O157:H7, Salmonella, botulism, Paralytic Shellfish Poisoning (PSP), and acrylamide. A lot of research is carried out on the Contingent Valuation Method to assess environmental goods. However, the method is rarely applied to quantify reimbursements for agri-environmental policy. In this paper, this contradiction is explained by conceptual shortcomings of the Contingent Valuation. It is suggested to discuss the utility of agri-environmental programs among experts. For that, a three-step methodology including a possible monetary evaluation is developed. The method is applied on agri-environmental programs in Switzerland.

Is Choice Modelling Really Necessary? Public versus expert values for marine reserves in Western Australia AgEcon

One of the motivations for choice modelling is to provide values that can be used to inform decisionmakers about the non-market costs and benefits of proposed projects or policies. However, the question must be asked as to whether decision-makers consider choice modelling to be a policy relevant tool. There may be more cost-effective and convenient means of providing comparable policy guidance than commissioning a choice modelling study. For example, advice on decision options may be sought from experts, such as scientists. However, expert advice may not accurately reflect the value judgements of the public.
