The Mid-Term Review and the Health Check reforms of the EU’s Common Agricultural Policy (CAP) include numerous options for national implementation of the Single Payment Scheme. After the far-reaching decoupling of Direct Payments, a further reform of the Common Agricultural Policy is necessary with respect to the financial guidelines to be established for the period after 2013. Referring to Germany, the principles of the hybrid and regional models and their effects on the distribution of Direct Payments are shown. The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. The production structure, income positions, and labour input have large regional disparities, the production intensity is not homogenous in space, and farms have different risk factors and market possibilities in the different regions of Hungary. The 2003 CAP Reform left EU member states much room for national implementation. The farm group model EU-FARMIS is applied to quantify the effects of the reform and the impacts of the options for national implementation. The analysis is done for France and Germany because their implementation schemes adequately reflect the broad range of options. It is found that cereal and fodder maize production is reduced both in France and Germany. In contrast, the acreage of other arable fodder crops, of set-aside and of non-food crops is expanded. Technical efficiency has long been analysed as a measure of farm performance, however most studies are restricted to a single country case. This paper presents a comparative analysis of field crop and dairy farm performance across eight EU countries, including two New Member States (NMS), focusing on long run stability and mobility patterns. The main research question is how relative performance of farms fluctuates over time, i.e. whether poorly performing farms remain always inefficient whilst some farms are always very efficient. Volatility of farm income represents a major challenge for farm management and the design of public policies. This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. The paper presents an approach to allocate joint costs to production branches based on maximum entropy. Using bookkeeping data from the Farm Accountancy Data Network (FADN) we derive full product costs. Accordingly, the suggested approach offers the opportunity of full product costs based on actual costing rather than normal costing. The approach is applied for arable crop in Switzerland providing full product costs on a hectare base. The resulting total costs are up to 20 percent higher than in literature. An important reason is labour, which shows for all analysed production branches higher costs than in the actual costing based literature. |
