Three trade policy changes underway and on the horizon have the prospect to alter global markets for japonica rice. This paper considers likely global market effects of expansion of access into the market in Japan and Korea, and reduced subsidy for japonica rice (among other crops) in the United States. We consider these policy changes in the context of a proposed Doha Development Agenda WTO agreement and one potential outcome of the proposed Free Trade Agreement between Korea and the United States (KUS-FTA). We use an equilibrium displacement model to ask how market prices, quantities and other aggregates change as a result of policy changes. The international involvement of Alberta-based businesses covers trade in goods, trade in services, and Foreign Direct Investment (FDI), both inward and outward. Increasingly FDI is linked to trade in goods and services. Indeed, the export of services like consulting or construction engineering tends to involve the setting up of supporting facilities abroad (outward FDI), and exports of goods frequently necessitate the provision of maintenance services in their wake, either across the border or through an office abroad. Data on outward FDI by Alberta-based firms are not available, nor are data on exports of services by province of origin. The period of free trade from 1989 to 2008 coincided with a strong expansion of Alberta’s exports. Our review shows that several factors contributed to this success. In addition to favorable trends in energy and commodity prices, the improved access to the US and Mexican markets that resulted from the CUSFTA and NAFTA are shown to be major causes of the positive development of Alberta’s exports. In particular, the significant increase in manufacturing exports can be attributed to the free trade agreements because manufacturing products face higher tariffs in export markets than do raw materials and energy products. On October 16th 2006 the Canada-United States Softwood Lumber Agreement (SLA) came into effect. The SLA followed years of trade disputes and litigation initiated by U.S. lumber producers. The SLA ended litigation and dispute procedures by implementing an agreed Canadian export restriction and export tax regime. However, even with a formal agreement in place, points of contention remain on either side. The intent of this study is to evaluate Alberta’s performance under the SLA since its inception in 2006 and the implications for the future. To that end, there are several important characteristics of the SLA that are important to define. This report surveys the export performance of Western Canadian goods producers for the period 1995 to 2007. During that period Canada’s GDP growth outpaced export growth, but Western Canada’s exports grew at a faster rate than Canada’s exports overall, resulting in increased weight of Western exports in Canada’s total. As well, Western Canada’s exports have shifted significantly towards the NAFTA markets of US and Mexico. The composition of products exported from the West and the individual provinces is shown in detail. Each province is found to have unique export strengths. During the observation period, B.C.’s exports were the most volatile and Manitoba’s the least, but overall the provincial economies of Alberta and Saskatchewan were the most volatile.... In this paper we study the agricultural trade impacts of the Canada Chile Free Trade Agreement (CCFTA). We find that the effect of the CCFTA on Chilean agricultural exports to Canada is large and positive. We estimate that approximately one-half of a 90 percent increase in Chilean exports to Canada can be attributed to trade preferences that the country received under the agreement. We found no effect of the agreement on Canadian exports to Chile. As far as we know, our paper is among the few that carries out a detailed empirical analysis of \ the effect of the FTA on agriculture. Most empirical papers that have studied the trade impact of FTAs rely on country-wide gravity models and aggregate trade data. These aggregate analyses can hide negative effects... After several years of informal and formal negotiations, South Korea and the United States reached an agreement to move towards free trade in April 2007. Currently, both countries await congressional approval before the agreement can be implemented. This study explains the substance of the agricultural parts of the agreement and considers its agricultural implications. The study finds that the Korea-United States Free Trade Agreement has the potential to be a significant demand driver for many sectors within California agriculture. Despite its high import tariffs, tight import quota quantities and restrictive sanitary and phytosanitary regulations, South Korea has become a major agricultural importer from California.
