Impacts of the SURE Standing Disaster Assistance Program on Producer Risk Management and Crop Insurance Programs AgEcon

This research investigates the potential effects of the row crop provisions of the standing disaster assistance program (SURE) in the 2008 Farm Bill. Results suggest little impact on producer crop insurance purchase decisions, though the program does seem to provide an incentive for mid-level coverage. Payments under the program should be expected to differ considerably across geographic regions and levels of diversification, with the program providing the greatest benefit to undiversified producers in more risky production regions.

Safety Nets or Trampolines? Federal Crop Insurance, Disaster Assistance, and the Farm Bill AgEcon

We review the implications of the 2007 Farm Bill for the risk management dimensions of U.S. agriculture and policy. Legislative proposals suggest significant changes in risk management policy, including the introduction of state or national revenue insurance. We also pursue an empirical analysis of the interrelationships of crop insurance, disaster relief, and farm profitability. We find an inverse relationship between disaster assistance and insurance purchases. Our analysis also suggests that farmers that buy insurance and that receive disaster payments tend to have higher returns to farming.

Various farm organizations and political parties are taking sides on whether the FAIR Act needs to be scraped or just modified. This study analyzes three such proposals: the U.S. House of Representatives proposal (H.R. 2646), the American Farm Bureau proposal, and the National Farmers Union proposal. The continuation of the FAIR Act is also included as an another alternative. The H.R. 2646 and the American Farm Bureau proposals are modifications of the FAIR Act while the National Farmers Union proposal is a totally redesigned bill. The H.R. 2646 and the Farm Bureau proposals are very similar in their results. The Impact of the Average Crop Revenue Election (ACRE) Program on the Effectiveness of Crop Insurance AgEcon

This paper analyzes the effect of the ACRE program adopted in the final version of the 2007 Farm Bill on the risk-reducing effectiveness of insurance products. To the best of our knowledge this is a first attempt to analyze the effect of the ACRE program on the risk management decisions of crop producers. In particular, we compare the risk-reducing effectiveness of the two most common insurance contracts — APH and CRC — under the provisions of the 2002 Farm Bill and under ACRE program for representative cotton producer in Texas and corn producer in Illinois. These particular crop/region combinations are selected so as to represent situations of low and high price-yield correlations, respectively.

This study analyzes two farm bill proposals that would replace the Federal Agricultural Improvement and Reform Act: the U.S. House of Representatives Bill H.R. 2646 and the Senate Agriculture Committee proposal. Both proposals try to incorporate the additional emergency federal funding that agriculture received in 1998 through 2001 into legislative language. Both proposals provide substantially higher net farm income than the continuation of the FAIR Act. Net farm income under the House bill is higher than under the Senate proposal given FAPRI's commodity price estimates. A Real Options Framework for Analyzing Program Participation as Human Capital Investments: The Case of the Average Crop Revenue Election (ACRE) Program AgEcon

We develop a real options framework to model producer participation in a subsidy program as a human capital investment to learn how the stochastic subsidy affects returns and how to adapt production activities to new program incentives, formally linking the framework to a multinomial logit specification for empirical applications. Analysis of farmer intentions for participation in the ACRE program created by the 2008 Farm Bill finds that reluctance to participate was driven largely by risk aversion and perceptions about income risk from yield and price variability, consistent with the theory that uncertainty creates an option value discouraging human capital investments.

The lack of a safety net for farm income in the FAIR Act has become evident in recent years because of the necessity of federal legislation each year, 1998-2001, to support farm income. In recent years, U.S. agriculture has experienced a rapid loss of mid-size family farms. The number of small-size farms has increased substantially and the number of large farms has increased slowly. The Farmers Union Farm Bill Proposal is a targeted plan which utilizes varying loan rates based on the USDA's full cost of production for program crops and a Farmer Owned Reserve (FOR). Rankings of different risk management portfolios including Average Crop Revenue Election (ACRE), traditional government payment programs, crop insurance and hedging in futures; and optimal choices of insurance coverage levels and hedge ratios are evaluated for a representative central Indiana corn farm, using Monte Carlo simulation and optimization of expected utilities.
