Participation, compliance and synergies at the farm level between the single payments scheme and farm certification labels AgEcon

Most European farmers receive direct payments under the Single Payment Scheme and in addition, are member of farm certification schemes. Incentives to participate in these schemes are manifold: farm requirements often at least partially overlap, farm structure allows rather easy compliance, but also low monitoring intensities, detection rates, or sanctions may contribute to “free ride” on participation. The paper develops a theoretical model that explains farmer’s joint compliance behaviour and determinants of participation and tests the model using individual farm survey data. Starting from the McSharry reform in 1992, environmental conservation and minimization of negative agricultural impacts through adoption of agri-environmental farming practices have gained momentum within the European Common Agricultural Policy (CAP). Agenda 2000 and the recent issuing of Regulation 1698/2005 – with its strong accent on CAP’s second pillar – have further emphasized the need to reduce environmental risks within the context of sustainable and integrated rural development. European farmers face increasing income uncertainty and the debate is growing on the role of insurance schemes and of public support in this field. This debate is further stimulated by the perspective of introducing instruments to cope with risk also in the Common Agricultural Policy. Therefore, there is a need for empirical analysis and tools aimed at providing empirical evidences on this subject. This paper applies a PMP modelling approach that takes into explicit consideration risk aversion behaviour to test the possibility to use it to assess the implications of participating in a insurance scheme.
