| Faced with the imminent opening up of the trade in México in 2008, cultivation sugar cane (Sacchrum spp.) It has a strong competitive pressure from other producing countries that are operating with cost and low prices. | Este trabalho propõe analisar o desempenho financeiro da piscicultura no sistema semi-intensivo, praticado por pequenos produtores da regional do Baixo Acre e avaliar os fatores que atuam como ameaças ao desenvolvimento da cadeia produtiva. A análise financeira foi realizada com o método do orçamento e como indicadores foram utilizados a renda líquida, o custo unitário de produção e a remuneração da mão de obra familiar. Para os fatores de risco, utilizou-se uma adaptação do método Zoop, denominada competir, desenvolvida por meio da cooperação técnica entre Brasil e Alemanha. | A large portion of the agri-structural policies and agri-environmental policies in the Federal Republic of Germany are decided within the framework of complex decision-making structures and fiscal responsibility at different political levels (the federal states, the national government, and the European Union), resulting in “double-interlocked federalism”. This paper describes the specific institutional configuration and its historical development, and presents a financial analysis of the development plans for rural areas in selected federal states to illustrate the increasing role of interlocked federalism.
