A bioeconomic analysis of the impact of decommissioning programs: Application to a limited-entry french scallop fishery ArchiMer

The objective of this paper is to assess the benefits and costs of decommissioning policies aimed at reducing fleet capacity through premiums offered by the public authority to fishermen to scrap their vessels. A case study, the limited entry scallop fishery of the Saint Brieuc Bay, France, is used to con- sider the problem of excess capacity and to model the bioeconomic consequences of disinvestment behavior. Special attention is paid to the assessment of fishermen's willingness to leave the fishery and to the implementation of public policy in terms of budget level and premiums offered to the fishermen. The potential impact of marine protected areas on the Senegalese sardinella fishery ArchiMer

In the early 2000s, Senegal set up several Marine Protected Areas (MPAs) along its coastal zone with the purpose of biodiversity conservation and to support sustainable management of fisheries. However, the impact of MPAs may vary according to the type of fisheries. In Senegal, the sardinella fishery accounts for 70% of total catches. This fishery is of crucial importance for national food security and employment. Given this importance, it is necessary to evaluate the impact of MPAs, often being considered as a tool for fisheries management. Investment and factor remuneration in small-scale fisheries ArchiMer

Investment behaviour is a complex process which plays a major role in fisheries dynamics because it determines the size of the fishing fleet. The purpose of this paper is to examine the consequences of the main characteristics of fishing activity on investment. The theoretical dynamic model of a fishery shows us the "bangbang" pallern of investment. Furthermore, fishing activity has a high intrinsic variability. Thus, the system in which income is shared between the crew and the ship owner is also considered as a way of sharing risks and so reducing the variability ofinvestment return. Finally, the type of investment financing (subsidies, loans) can strongly stimulate fisheries dynamics but can also have some undesirable effects. [NOT CONTROLLED OCR]

Buyback Programs: Goals, Objectives, and Industry Restructuring in Fisheries AgEcon

National Oceanic and Atmospheric Administration Fisheries has conducted several buyback programs to reduce harvesting capacity in fisheries. These programs have attempted to maximize capacity reduction given a fixed budget. However, restructuring issues have not been considered. We explore the possibility of satisfying three different buyback objective We examine the black sea bass trap fishery and determine the number of vessels given different allowable catch levels and objectives of maximizing technical efficiency, capacity utilization, and vessels in the fishery. We find considerable variation in the number of vessels allowed to remain in the fishery given the different objectives.

Buyback Programs for Capacity Reduction in the U.S. Atlantic Shark Fishery AgEcon

Declining fishery stocks, increasing fishing effort and adverse market conditions have produced difficult financial situations for fishermen worldwide. Several high-valued fisheries are considered to be overcapitalized. The purchase and permanent retirement of fishing vessels and/or permits under a buyback program is one approach for reducing fishing capacity. Evidence from previous programs, however, suggests that buybacks are not a panacea for solving overcapacity problems. Whether such programs can help rebuild stocks and improve the financial condition of fleets in any specific fishery depends on a multitude of factors. We consider the potential of a buyback program for the U.S. Atlantic shark fishery.
