Modelling the Impact of Compulsory FMD Insurance AgEcon

This paper compares two ways of financing the combating of Foot and Mouth Disease (FMD) in the EU and uses a simulation model to determine the welfare and production implications of the two systems. The two systems analysed are (i) financing by the tax payers, resembling the system currently in place, and (ii) a compulsory insurance scheme where all costs are converted into regionally differentiated insurance premiums that are paid by the producers. The analysis indicates that welfare gains may be realised by shifting from the former to the latter financing system.

FMD focuses were found again in Brazil in 2004 and 2005, which caused embargo for Brazilian exports of pork meat. This paper investigates the volatility of prices received by pig producers after the FMD focus were found. Using a GARCH model, including a variable indicating FMD events, we cannot reject the hypothesis that the disease caused high pork price volatility. The conclusion is the FMD disease is related not only to losses due to embargoes but also to the increase of pork price volatility, which brings about instability to businesses and to pig producers income.

Foot and mouth disease (FMD) has been a problem for the Brazilian livestock since the XIX century. Once it affects the livestock productivity and has always been a problem for the country exports due to the imposition of sanitary barriers. In 1992, when no state was free from FMD, the National Program for Eradication of FMD (PNEFA) was implemented. Since then good results has been obtained with control and eradication of the disease in some states. However, in other states the problem still persists. It is important to determine why some states have faced difficulties in reaching the status of free from FMD while others not. The Impacts of Foot and Mouth Disease Outbreaks on the Brazilian Meat Market AgEcon

This study uses unrestricted vector autoregression method and historical decomposition with directed acyclic graphs to quantity the impacts of the foot and mouth disease outbreak on the Brazilian meat market for different levels of the industry (export, wholesale and farm). The imposition of an import ban by Russia on Brazilian meat exports is also analyzed. Results show that beef, pork, and chicken export prices all decreased after the FMD outbreak. More importantly, our findings indicate that all prices ended up recovering after the removal of the import ban by Russia in December 2007. The Impact of Foot and Mouth Disease Outbreaks in Taiwan and South Korea on the Red Meat Industries in Canada and the United States AgEcon

In addition to trade liberalization, other factors have contributed to the strong growth of red meat production in Canada since the end of the 1980s. In particular, the outbreaks of foot and mouth disease (FMD) in Taiwan and in South Korea eliminated two competitors in the Japanese market. This reduction in supply caused an increase in the price of hogs in the United States and Canada of 2.5% and 3% respectively during the 1997 to 2007 period. The higher price stimulated Canadian production by an average of 5%, and by 2% in the United States. The objectives of this research were to analyse data on the international market of frozen boneless beef and to classify its participants into groups according to their trade relationships, identifying the main factors that influence the preference of a country to beef from a determined supplier country. International beef trade is composed of two markets: in one of them, the relationships between supplier and client depend on the lowest price, and Brazil is found in favorable conditions; and the other, the relationships are preferably based on the sanitary quality of the herd and traceability systems recognized by the purchaser, to which Brazilian participation is low.
