Interactions between oceans and societies in 2030: challenges and issues for research ArchiMer
Lacroix, Denis; David, Bernard; Lamblin, Veronique; De Menthiere, Nicolas; De Lattre-gasquet, Marie; Guigon, Antoine; Jannes-ober, Emmanuelle; Hervieu, Halvard; Potier, Francoise; Ragain, Gilles; Hoummady, Moussa.
The perception of ocean areas by policy-makers or by people, living or not on the coast, has significantly varied over centuries. Due to its vastness and complexity, the sea has been studied within distinct academic disciplines. However, the current issues related to the sea, such as climate change, marine pollution or coastal tourism, require an integrated vision of the assets and drawbacks in order to meet the challenges arising from human activities both at sea and onshore. In this study, a group of foresight officers from the French network of public research institutes decided to cross-check and compare several science approaches (biology, sociology, economics, etc) about oceans. Thus, 11 sectors of maritime activity (transportation, fisheries,...

Ecosystème estuarien et système économique régional : faisabilité d’une intégration par modélisation Input-Output. Application au cas de l'habitat halieutique dans l’estuaire de la Seine ArchiMer
Cordier, Mateo.
Mateo Cordier’s PhD addresses the interactions between the economic system and the ecosystem of the Seine estuary, an ecosystem deeply modified by human activities. His work aims at a holistic perspective and targets, among others, the destruction of nursery habitats and the subsequent impact on fish stocks in the Seine estuary. The hybrid input-output model developed in the PhD manuscript brings a quantitative insight on stakeholders and natural resources impacted by the modifications of ecosystem services (modifications caused by economic activities, political measures or restoration programs).

Multiple visions of the future and major environmental scenarios ArchiMer
Lacroix, Denis; Laurent, Louis; De Menthière, Nicolas; Schmitt, Bertrand; Béthinger, Audrey; David, Bernard; Didier, Christophe; Parent Du Châtelet, Jacques.
Scientific programming in environmental science often relies on short-term (3 to 5 years) trend-based projections for contextual elements like the demography or the economy to construct or justify its choice of priorities. However, this approach does not take into account numerous factors of change or disruption over a longer term (10 to 20, or even 50 years), although a decade or two are needed to effectively deal with the stakes of research. These stakes become more acute over the long term, as consequences of predicted changes (e. g. climate) or other factors such as pollution, biodiversity erosion, reduction of ecosystemic services.... This complex question justifies turning to a foresight approach. Because it enables tipping points to be envisaged for...

HORTICULTURAL RESEARCH IN THE NETHERLANDS: CHANGES AND CHALLENGES FOR 2010 AgEcon
van Oosten, H.J..
Major shifts in world economy, society and technology will cause dramatic changes in Dutch horticulture and in the attitude of the government towards research. The horticulture industry will change from a production-driven to a customer-driven strategy while developing market-oriented product chains. More than ever, knowledge becomes a critical factor in competition. In contrast with the past, the horticulture industry will protect knowledge to increase its profitability. The government will choose to focus on basic sciences, leaving applied research mainly to the industry. This is a major shift since the government used to be responsible for most research. Complete institutional research programmes are no longer state-financed; instead, a system of...

COPING WITH TURBULENCE; STRATEGIES FOR AGRICULTURAL RESEARCH INSTITUTES AgEcon
Rutten, H..
1. Today, after having focused on Research, Extension and Education (the so-called 'REE-triptych') for over a century, the agricultural knowledge system is in a phase of transition. New roads should be taken to establish agricultural knowledge policies that will think ahead - both in the 'theory' and the 'practice' of knowledge processes. 2. Modeling innovation processes along linear perspectives is increasingly less productive; both knowledge-driven models (such as the classical REE concept) and market-driven perceptions are insufficient to implement a fresh and adequate policy of agricultural innovation. 3. Generating knowledge, developing technologies and skills, and innovating are three fundamentally different activities. Agricultural knowledge...

Identifying research priorities for the competitiveness of arable crops AgEcon
Pilorge, Etienne; Viaggi, Davide; Cuming, David; Baraniecki, Przemyslaw.
EU agriculture and arable crops in particular are suffering from competitiveness deficits compared to other producers in the world economy. One potential strategy to cope with competitiveness challenges is to focus on research and technological innovation. The objective of this paper is to present the results of the project EUROCROP (Agricultural research for improving arable crop competitiveness – EUROCROP - http://www.eurocrop.cetiom.fr/), aimed at the identification of research priorities for arable crop competitiveness. The project adopts a definition of competitiveness based on a combination of economic competitiveness and social/environmental sustainability. Furthermore, the project utilises both a crop chain and a horizontal issue perspective, and...

Dynamics, Stability, and Foresight in the Shapley-Scarf Housing Market AgEcon
Kamijo, Yoshio; Kawasaki, Ryo.
While most of the literature starting with Shapley and Scarf (1974) have considered a static exchange economy with indivisibilities, this paper studies the dynamics of such an economy. We find that both the dynamics generated by competitive equilibrium and the one generated by weakly dominance relation, converge to a set of allocations we define as strictly stable, which we can show to exist. Moreover, we show that even when only pairwise exchanges between two traders are allowed, the strictly stable allocations are attained eventually if traders are sufficiently farsighted.
