For programs that aim to promote forest conservation and poverty alleviation, such as Reducing Emissions from Deforestation and Forest Degradation (REDD+), the participation of indigenous communities is essential to meet program goals. Using Ostrom's theory of collective action for common pool resource management, we evaluated the institutions governing indigenous participation in the Programa Socio Bosque incentive-based conservation program in Ecuador. We conducted structured interviews with 94 members in 4 communities to assess community institutions for 6 of Ostrom's principles, using 12 measures we developed for the principles. Public forest policy development in New Brunswick, Canada: multiple streams approach, advocacy coalition framework, and the role of science Ecology and Society

In a 15-year case study, we used the multiple streams approach (MSA) and the advocacy coalition framework (ACF) to examine a controversial industry-led proposal for increased harvest of Crown forests in New Brunswick, Canada, in an adversarial policy subsystem. Study participants were queried on their perceptions of policy problems and reasons for community attention, the relationship between science and policy, and whether policy decisions were consistent with scientific understanding. Thematic analysis was used to examine interview data for evidence of Kingdon’s MSA and Sabatier’s ACF. National Forest Inventories (NFI) cover whole countries and strive to put the resource forest and the ecosystem forest into a quantitative framework. While for forest management inventories it is very obvious that they shall support management decisions and contribute to making forest planning, silvicultural interventions, conservation management and timber sales more efficient, the purpose of NFIs is not immediately visible nor “measurable”: they are to support national (and sub-national) level policy processes that relate to forests. El Nino, Ice Storms, and the Market for Residential Fuelwood in Eastern Canada and the Northeastern U.S. AgEcon

Extreme weather events such as the ice storm that affected eastern Canada and the Northeastern US in January of 1998 have significant impacts on both human populations and forests. One of the questions currently facing climate scientists is whether or not better forecasting of such events would lessen the economic impacts borne by households, industry, agricultural producers and the public sector when such weather events occur. This case study examines the economic impacts of the ice storm on the residential market for fuelwood. It is hypothesized that demand for fuelwood will increase due to the failure of non-wood heating sources during the ice storm. One of the most controversial aspects of federal and state policies aimed at protecting old-growth ecosystems has been the potential impact of job losses on local economies. A fundamental question for historically timber-dependent communities is whether these policies will result in local economic stagnation and enduring pockets of poverty. In this paper, we examine the long-run impact of changes in timber-related employment on other types of employment and participation in major federal poverty programs. ABSTRACT: The interaction between forest resources and forest villagers has made rural development a privileged component of Turkish forest policy. In this context the main aim of the study was to investigate the framing of rural development issues in national forest policy by using content analysis method. The economic aspect is the most prominent dimension regarding rural development in the context of national forest policy, environmental and socio-cultural factors follow it respectively. Also, the main approach depends on supporting the forest villagers and its development is seen as an essential tool to protect the forest resources.
