The objective of this paper is to point out some of the multiple applications of Competence- Based Education (CBE) for the development of persons, organizations and society, or societies, as a whole, beyond its characteristics and benefits traditionally linked to education and labor. The international background of CBE is summarized. Following, an analysis is presented of some of the properties that lead this education and training approach into a first order complex instrument of education and work policy, in national and international contexts. Several models that exemplify the versatility and scope of CBE, according to the paper discussion, are included.

Individual expectations of the rural young people regarding their future have a great impact on the survival and economical development of the Hungarian rural communities from Romania. This paper tries to answer questions such as: will young ethnic Hungarians facing the first and decisive step in their life regarding their career continue education? What professions will they choose? Where will they look for employment and settle down? Statistical data show that people living in rural areas are less educated than those from the urban areas. People with low education face more difficulties in finding employment and also earn less than the better educated ones, therefore it is very important for rural young people to continue education.
