Several recent cases judged by the Court of Justice of the European Communities have raised interesting issues on the possibility for operators of food chains to use national quality signs indicating a territory of origin, different from the European regulatory ones (Protected Geographical Indications). These various attempts from France, Germany and Belgium were all condemned as protectionist policies contradicting the free movement of goods between Member States in the European Market. Quality Certification by Geographical Indications, Trademarks and Firm Reputation AgEcon

We study firm reputation as a mechanism to assure product quality in perfectly competitive markets in a context in which both certification and trademarks are available. Shapiro’s (1983) model of reputation is extended to reflect both collective and firm-specific reputations, and this framework is used to study certification and trademarks for food products with a regional identity, known as geographical indications (GIs). Our model yields two primary results. First, in markets with asymmetric information and moral hazard problems, credible certification schemes reduce the cost of establishing reputation and lead to welfare gains compared to a situation in which only private trademarks are available. This paper focuses on methods for assessing the territorial impact (economic, social and environmental) of geographical indication systems. First, in a review of methods, methodological difficulties and choices are discussed and major studies are briefly presented. We highlight that it is necessary to identify a clear reference point and a relevant set of indicators and that this question has led to an active and rich research corpus. In a second part, we present some of the results of a recent European research program, SINER-GI. We analyze the impacts of 14 case studies in a common methodology. The commodity nature of green coffee is the main cause of “the coffee paradox” (decreasing prices at production level and rising prices at consumption level). So, a requirement to reach a less unfair distribution of the added value between the supply chain would be to “decommodify” the coffee market not only at the final consumer level, but also at the production level. Several studies have analyzed the conditions under which geographical indications (GIs), such as the European Protected Designations of Origin (PDOs) and Protected Geographical Indications (PGIs), can represent a profitable market opportunity for agri-food producers.
