The United States has imported large amounts of wheat and barley from Canada in recent years. Producers in northern-tier states and their political representatives have been strenuously objected, citing market disruption and unfair trading practices by the Canadian Wheat Board. This paper provides a summary and critique of U.S. perspectives on `the Canadian grain problem.'

Renegotiating the Food Aid Convention: Background, Context, and Issues AgEcon

The current global agreement governing food aid—the Food Aid Convention (FAC)—will expire in 2007. It has come under heavy criticism as has the diffuse set of broader food aid governance institutions that has emerged in the last 50 years. These institutions are characterized by overlapping mandates, differing degrees of authority and legitimacy, varied levels of transparency in decision-making, and problematic representation of the major stakeholders. A number of issues are likely to arise during the course of negotiations over a new FAC. RECIPROCAL ACCESS IN U.S./CANADIAN GRAIN TRADE: BACKGROUND ISSUES FOR THE U.S. GRAIN TRADE AgEcon

The purpose of this paper is to review past trade relations in the grains sector between the United States and Canada and to document trade barriers and the potential for the evolution of reciprocal trade. Historical trade flows between the United States and Canada in the grains sector are reviewed. Terms of recent trade agreements and other trade restrictions are described. Then, some of the important differences in the marketing system are described and compared as well as changes in the Canadian grain marketing system. Finally, the concept of reciprocal access is developed in the context of the evolving trading relations between these two countries.

In this report, important wheat quality attributes and their links to varietal differences are identified, and their technical and economic importance to the milling and baking industries is examined. Wheat class and grading systems used in the United States and other countries are described, and the relationships between wheat classes and wheat varieties and between physical and wholesomeness attributes and grades are identified. The per bushel prices received by farmers' for their wheat depend on the classes and grades of wheat they produce.
