In order to respond to new challenges faced by the IODE Programme an “IOC Project Office for IODE” has been established in Oostende, Belgium, with substantial support from the Government of Flanders (Belgium) and the City of Ostend (http://www.iode.org/projectoffice). Details of the IOC Project Office creation are provided in the report to IODE-18 (Document IOC/IODE-XVIII/12). The IOC Project Office for IODE was inaugurated on the 25th of April 2005. Continued degradation of the Baltic Sea ecosystem has affected water quality, modified biodiversity, and impact regional fisheries. The Baltic Sea is now an ecosystem under extreme stress. In response to this situation, the countries in the drainage basin initiated a Joint Comprehensive Environmental Action Program for the Baltic Sea (JCP). The JPC, as adopted in 1992, strengthened and updated in 1998, constitutes a "Strategic Action Plan" for the Baltic Sea region. The OceanTeacher training resources are in the process of being completely re-written and converted to a “wiki” system (similar in concept to Wikipedia) that allows for maximum flexibility in the creation of new documents. The wiki framework is also optimally suited to the coordination of multiple authoring assignments, checking and approval of content, and progress monitoring, among a physically widespread team of participants. The joint JCOMM/GOOS Panel for Capacity Building and IODE held the Combined Modeling and Data Management Training Workshop (the "Jamboree"), 5-10 September 2005, in the IOC Project Office for IODE in Oostende, Belgium. The First IDINAFRICA III Workshop in Marine Data Management was held in Ostend, Belgium, April 11-29, 2005 and was attended by students from eleven African nations, representing the IOCINCWIO (Western Indian Ocean) and IOCEA (Central Eastern Atlantic) regions of the IOC. During the intersessional period, the training component of IODE was marked by continuous development and regional expansion. As it was recommended during IODE-XV, the regional approach laid the foundation for IODE-TEMA activities. Centres of excellence for providing regular training were identified in some regions (Japan, Russia). This report provides a summary of the IOC/GLOSS/OdinAfrica Workshop on Sea-Level Observation and Analysis which took place from 13-24 November 2006 in Ostend, Belgium. The main objective of the workshop was to train tide gauge operators from Africa and the Western Indian Ocean on sea level measurement hardware and software and aspects of sea level science.
