Enriching Impact Assessment at CIMMYT AgEcon

The International Center for Maize and Wheat Improvement (CIMMYT) is a CGIAR centre with a long tradition of impact assessment (IA). Until recently, such work had focused on the rates of adoption of improved germplasm and returns on investment. Limited attention was directed at measuring impacts in terms of livelihood security or poverty reduction. In 2005, therefore, CIMMYT's Impacts Targeting and Assessment Unit (ITAU) began to develop and promote more wide-ranging types of IA. The ILAC Initiative consists of an evolving community of individuals committed to increasing the contributions of agricultural research to sustainable poverty reduction around the world. ILAC promotes research, methodology development and capacity development to increase understanding of agricultural change processes and increase the effectiveness of interventions to stimulate pro-poor innovation. This report summarizes the papers presented and the discussions that took place at the workshop on Institutional Learning and Change in the CGIAR held at the International Food Policy Research Institute (IFPRI) in Washington, D.C. from February 4–6, 2003. The workshop brought to together researchers, donors, and practitioners to develop a strategy for promoting a culture and set of practices conducive to institutional learning and change (ILAC) within the Consultative Group on International Agricultural Research (CGIAR) system.

Innovation Histories: A method from learning from experience AgEcon

Preparing an ‘innovation history’ is a method for recording and reflecting on an innovation process. People who have been involved in the innovation jointly construct a detailed written account (sometimes referred to as a ‘learning history’) based on their recollections and on available documents. The process of preparing this history stimulates discussion, reflection and learning amongst stakeholders. Subsequent planning can build on the lessons learned, formulate a shared vision and act as a catalyst for change. Horizontal Evaluation: Stimulating social learning among peers AgEcon

Horizontal evaluation is a flexible evaluation method that combines self-assessment and external review by peers. We have developed and applied this method for use within an Andean regional network that develops new methodologies for research and development (R&D). The involvement of peers neutralizes the lopsided power relations that prevail in traditional external evaluations, creating a more favourable atmosphere for learning and improvement.
