Decoupled Direct Payments Under Base Acreage and Yield Updating Uncertainty: An Investigation of Agricultural Chemical Use AgEcon

Decoupled payments were thought to have minimal impacts on current production decisions and input use. However, the literature has identified several mechanisms through which decoupled payments become coupled. We analyze the effects of uncertainty regarding future policy changes on farm-level production decisions and input use, focusing on farmers’ expectations of base acreage and yield updating. Using farm-level data, we find positive relationships between both decoupled and other government payments and real per acre expenditures on agricultural chemicals. Furthermore, there is evidence that decoupled payments may affect the intensive margin more than other government payments.

Its importance is going to last or even increase in the coming years. That is why the rational and efficient utilisation of the inputs devoted to maize production is equally important from the point of view of the environment and the profit for the farmers. For analysing the question I have examined the production data of Hungarian FADN farms producing more than 5 hectares of maize during 2003-2006. This way taking the four years’ data I have concluded the analysis of 2982 individual and 761 corporate farms. For analysis purposes I have calculated the total direct cost spent on the production of 1 ton of grain maize and grouped the farms into 5 even groups according to this. The impact of the Single Farm Payments on the Expenditure on Fertilizers and crop protection inputs: a comparative study of the Italian agriculture AgEcon

The Health Check (HC) of the European Common Agricultural Policy in 2003 sped up the process of policy reforms toward decoupled payments in order to urge agricultural production to respond to market signals. However, since decoupled payments could generate “coupled” effects on production, it remains questionable how single farm payment (SFP) alters agricultural intensification. Therefore, through a comparative statistical analysis applied on Italian FADN regional data, this paper aims at evaluating whether the HC reform had positive impacts on the aggregate expenditure on fertilizers and crop production inputs.
