Relata as pragas sofridas por Kosovo, principalmente a dos gafanhotos, que ao longo dos tempo tem destruído lavouras, arruinado camponeses, desequilibrado a balança alimentar e as economias locais, causado impactos ambientais devido ao uso de pesticidas. O estrago não é maior pois o preparo do solo para a agricultura - a aração - tem destruído grande parte dos ovos colocados aos milhões pelo terrível gafanhoto "Caliptamus italicus". Entretanto, em tempo de guerra, o manejo agrícola da terra está parado ou quase inexistente, preparando uma poderosa bomba devastadora, quando os ovos eclodirem. Aos biólogos não é difícil prever um imenso ataque deste inimigo natural de Kosovo, tudo indicando que, novamente, a história vai se repetir, como um castigo do deuses... |

The objective of this article is to investigate why farmers in Kosovo leave land fallow when the total land of their farms is small and households, almost fully dependent on farming for their livelihoods, are large. In order to elicit some of the barriers to land utilization, the article uses a comprehensive survey carried out during the agricultural year 2005/2006 to explore agricultural households’ perceptions of production, market conditions, and general security six years after the end of the military conflict in the former Yugoslavia. The paper analyses the imperfections in output and factor markets in Kosovo that act as a barrier to farm commercialisation. On the one hand, agricultural households may not have access to output market due to an underdeveloped downstream sector. On the other, local producers might not be preferred to importers as their production level is small with a variable quality due to constraints in factor markets. Data from the Agricultural Household Survey 2005 are used. A conceptual framework is developed on the basis of a household model where non-separability results from a “wedge” between purchase and sale prices due to transaction costs.
